Summary of Bills Introduced
Electoral Reform
Proposes a general reform of electoral law in New Zealand.
Part I provides for the holding of a referendum at the time of the 1993 general election. Electors will be asked to choose between the present first-past-the-post system and a Mixed Member Proportional (MMP) system and to show whether they favour the creation of a Senate.
Parts II to X provide for the introduction of the MMP system if the proposal favouring change is carried at the referendum.
Under the MMP system proposal the House of Representatives would have 120 membersβ60 members elected by a plurality method in single member electorates and 60 members elected through nationwide party lists. No provision is made for separate Maori seats. A threshold would applyβa party can participate in the list vote only if either its combined list vote is greater than 4 percent of all list votes or it wins at least 1 constituency seat. This threshold would be waived for parties representing Maori interests. Party list members will be selected from ordered party lists nominated by each registered political party before polling day.
Parts XI to XVI provide for the creation of a Senate, if at the referendum voters do not carry the MMP system proposal and agree to the proposal for a Senate. The Senate would have 30 elected members and its main function will be to give further consideration to legislation passed by the House of Representatives. The Senate would provide another channel for the introduction of Private, Local, and Government bills (other than money bills). The Senate would not have the power to reject any bill or to introduce money bills.
Resource Management Amendment
Amends the Resource Management Act 1991. Deals largely with a considerable number of technical amendments, which do not change the fundamental principles contained in the principal Act. One issue, which relates to the provision of esplanade reserves in the case of subdivision, amends the original policy of the principal Act by changing the current regime for areas of 4 hectares or more.
