Transport (Vehicle Standards) Regulations 1990

Alternative Standards for Specified Vehicles

Pursuant to regulation 6 of the Transport (Vehicle Standards) Regulations 1990, and in exercise of powers delegated to me pursuant to section 41 (1) of the State Sector Act 1988, I, Richard Leslie Reynolds, Manager Vehicle Standards, hereby prescribe those standards determined, approved, or prescribed pursuant to the Traffic Regulations 1976, as alternative standards for the purposes of the said Transport (Vehicle Standards) Regulations 1990, and further prescribe the conditions specified in the Schedule hereto as additional specifications to have effect in conjunction with the alternative standards for the vehicles specified in the Schedule hereto.

Schedule

The vehicles are 36 E12A Mitsubishi Galant cars with the following chassis numbers:

Conditions

  1. The seatbelts, and high stop lamps comply with the Transport (Vehicle Standards) Regulations 1990, and

  2. Either
    (i) the seatbelt anchorages comply with the Transport (Vehicle Standards) Regulations 1990, or any approved alternative standard; or
    (ii) If the vehicle needs locally installed seatbelt anchorages and reinforcement, but was imported before 1 January 1991, and is a model that has not been tested in a recognised New Zealand test programme, the anchorage reinforcement is not less than a steel plate of dimensions 50 mm × 40 mm × 2 mm; and

  3. Either
    (i) The first Warrant of Fitness is issued by a Ministry of Transport Automotive Surveyor; or
    (ii) The Manager Vehicle Standards or his appointee is satisfied that the vehicle is in a sound structural condition.

Transport (Vehicle and Driver Registration and Licensing) Act 1986

Approval of Motorcycle Driving Courses

Pursuant to section 48 (2) (b) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and under powers delegated to me by the Secretary for Transport in an instrument of delegation dated the 16th day of November 1992, I, Warren Gillespie Simeon, Manager, Road User Standards hereby approve the following course of motorcycle instruction:

The course of Basic Motorcycle Instruction for the purposes of regulation 27 (1) (c) of the Transport (Drivers Licensing) Regulations 1987;

The course of Core Motorcycle Instruction for the purposes of regulation 30 (5) of the Transport (Drivers Licensing) Regulations 1987;

The course of Advanced Motorcycle Instruction for the purposes of regulation 32 of the Transport (Driver Licensing) Regulations 1987

to be conducted by the following approved school of instruction:

Classic Motorcycle Training, Nelson, under the direction of Graham Leonard Lloyd.

Approval of Course in Map Reading

Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and pursuant to a delegation given by the Secretary for Transport in an instrument dated the 16th day of November 1992, I, Warren Gillespie Simeon, Manager, Road User Standards, hereby approve the following organisation to conduct a course in map reading for the purposes of regulation 11 (1) (c) of the Transport (Drivers Licensing) Regulations 1987:

Premier Driving School, Nelson.

Approval of Traffic Improvement School

Pursuant to section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, and pursuant to a delegation given by the Secretary for Transport in an instrument of delegation dated the 16th day of November 1992, I, Warren Gillespie Simeon, Manager, Road User Standards, hereby approve as organisations or instructors for the purpose of conducting courses pursuant to regulations 11 (1) (b) (i) and 32 (2) of the Transport (Drivers Licensing) Regulations 1987:

Den’s Driving School Traffic Improvement School, under the direction of Denis John Mitchell of Waiuku.

State Driving School Traffic Improvement School, under the direction of Feroz Michael Mohammed, Auckland.
