8. INTERCONNECTION
8.1 Direct System Access (DISA)
DISA is a service combining elements of DDI type signalling and multi-stage dialling.
DISA is available to Service Operators solely for the purposes of providing telecommunications services to third parties. The basis of the operation is as follows:
- Terminal Networks
When calls terminate within the terminal network, that is calls do not return to the Telecom PSTN or to the international PSTN, answer reversals may be returned only when the ultimate distant extension goes off hook. Special conditions apply for this service, namely:
(a) the information transmitted by the caller to the terminal network of the Service Operator is limited to a personal identification number of no more than six digits, a valid network number, and line control signals as defined in the relevant Permit to Connect Specifications.
(b) no information of any kind other than supervisory tones is to be transmitted by the Service Operator’s network to the caller until such time as an answer reversal is sent to the Telecom network.
- Toll By-Pass Network
A toll by-pass call is one which does not terminate within the terminal network; instead the caller intends to place a call to a number in the Telecom PSTN or the international PSTN. Special conditions apply for this service, namely:
(a) all incoming trunks used for DISA access in respect of the Service Operator’s network will be connected to the Telecom network as “Freephone” lines in order that terminated call volumes can be accurately measured and billed;
(b) the invoiced call charges in respect of the incoming trunks to the Service Operator’s network will be multiplied by a factor of 1.2 to take account of the charges normally payable for unanswered, busy or misdialled calls. This factor is set by Telecom at its sole discretion, but assessed on the basis of the equivalent factor for calls to toll by-pass Network Operators with inter-exchange interconnection;
(c) the information transmitted by the caller to the toll by-pass network of the Service Operator is limited to a personal identification number of no more than six digits, a valid Telecom national number or international number, and line control signals as defined in the Permit to Connect Specifications;
(d) no information of any kind other than supervisory tones is transmitted by the Service Operator’s network to the caller until such time as an answer reversal is sent to the Telecom network;
(e) an answer signal is generated by the Service Operator’s network after the receipt of the information in (c) above within a reasonable period of time;
(f) if necessary for signalling purposes alone, DDI signalling may be used on the incoming trunks to the Service Operator’s network. DDI numbers will not, however, be assigned to those trunks without Telecom’s specific approval;
(g) The charges contained in the Telecom List of Charges (TLOC) from time to time will apply to the DISA service.
