Summary of Bills Introduced
Fiscal Responsibility
Requires the Government to produce and table in the House of Representatives regular reports providing fiscal and economic information. In addition, it requires all financial statements included in the reports to be prepared in accordance with generally accepted accounting practice. Part II of the bill amends the Public Finance Act 1989. Part I, and most of the provisions of Part II, come into force on 1 July 1994.
The principal purposes of the bill are to require—
(a) The preparation and tabling of economic and fiscal updates with the Budget and in December of each year:
(b) The preparation and release of a comprehensive economic and fiscal update before each general election:
(c) The preparation and tabling of an update of the expected fiscal outturn for the current fiscal year with the Supplementary Estimates:
(d) The preparation and release of regular monthly outturns of the Government’s fiscal position:
(e) The annual preparation and tabling of long-term fiscal objectives and illustrations of progress towards reaching those objectives:
(f) The adoption of a new format for the books in which Estimates are included, which format will separate appropriation information from information on departmental performance:
(g) The preparation in accordance with generally accepted accounting practice of all financial statements included in reports.
Adult Adoption Information Amendment
Amends the Adult Adoption Information Act 1985 to allow greater access to information for adult adopted persons, birth parents, and relatives.
Maori Purposes (Wi Pere Trust)
Amends section 2 of the Maori Purposes Act 1991 to correct an error in that Act. Provides that the trustees of the Wi Pere Trust may exercise such powers as are conferred by Part II of the Trustee Act 1956. At present the powers conferred by Part III of that Act give only limited powers, and do not include, except in very limited circumstances, the power to purchase land.
Palmerston North Reserves Amendment
Seeks to transfer a parcel of land from the Second Schedule of the Palmerston North Reserves Act to the First Schedule of that Act so that the Palmerston North City Council can have the power to lease that land if it so chooses.
Queen’s Chain Protection
Amends the Conservation Act 1987. Seeks to protect the Queen’s Chain by establishing guardians, as well as authorising the New Zealand Conservation Authority to investigate how the Queen’s Chain might be further protected and extended.
