Explanatory Note:

This notice is not part of the notice, but explains matters relating to the administration of anti-dumping duties.

The Customs Department will hold a list of the Normal Value (VFD Equivalent) amounts for importation purposes for oil filters for which normal values were established in the investigation from the individual suppliers investigated, and details of the weighted average dumping margins for the suppliers investigated.

The suppliers investigated were:

Allied Signal Inc

Fleetguard Inc (including Fleetguard Australia)

Purolator Products Company Inc

The Normal Value (Value for Duty Equivalent) is the sum of the Normal Value established in the investigation and any adjustments made in accordance with section 4 (1) (a) of the Act in order to establish the Export Price.

Where a normal value was not established in the investigation for a specific oil filter, a supplier may lodge a request, backed by the necessary supporting evidence, that a normal value be established for that specific oil filter.

Initiation of Dumping Investigation: Home Brew Beer Kits From the United Kingdom

Notice is hereby given that I, Alexander Hugh McPhail, Manager, Trade Remedies Group, Ministry of Commerce, acting pursuant to section 10 of the Dumping and Countervailing Duties Act 1988, and under delegated authority from the Secretary of Commerce, have initiated an investigation to determine both the existence and effect of alleged dumping of the goods listed in the Schedule to this notice, being satisfied that sufficient evidence has been provided that:

(a) The goods imported or intended to be imported into New Zealand are being dumped; and

(b) By reason thereof material injury to an industry in a third country is being caused, or is threatened.

United Kingdom.

Description of Goods Subject to Investigation:

Home brew beer kits which contain liquid hopped malt extract or a mixture of hopped malt/barley extract whether or not packed with yeast.

The goods are currently classified under Tariff Item and Statistical Keys 1901.90.09.02J or 1901.90.09.11H. The Tariff Items and Statistical Keys are provided for convenience and Customs purposes only, the written description being dispositive.

Temporary Safeguard Authorities Act 1987

Men’s and Boys’ Underpants and Briefs

Pursuant to section 7 (1) of the Temporary Safeguard Authorities Act 1987, the Temporary Safeguard Authority appointed to inquire into the importation of men’s and boys’ underpants and briefs has now reported to the Minister of Commerce.

Copies of the non-confidential version of the report are available from the Trade Remedies Group, Ministry of Commerce, P.O. Box 1473, Wellington at a G.S.T. inclusive price of $12.65 per copy.
