Mixed Member Proportional Representation Referendum Bill

Provides for the holding, in the year 1993, of a referendum on the reform of the electoral system to introduce mixed member proportional representation. The referendum is to be held on Saturday, 27 March 1993.

Many of the provisions are of a machinery nature relating to the taking of the referendum. However, clause 30 has a mechanism which puts an affirmative result for mixed member proportional representation in place for the 1993 General Election. Clause 29 provides for preparatory boundary work to be done by the Representation Commission.

The First Schedule gives a proposed form of mixed member proportional representation. The Second Schedule gives the form of the voting paper to be used in the referendum.

Dumping and Countervailing Duties Act 1988

Termination of Dumping Investigation: Steel Reinforcing Bar from India

Pursuant to section 11 (1) of the Dumping and Countervailing Duties Act 1988, the Secretary of Commerce hereby gives notice of the termination of the dumping investigation in respect of a dumping complaint lodged by the New Zealand steel reinforcing bar industry against imports of steel reinforcing bar from India, as described in the Notice of Initiation of Dumping Investigation of 18 September 1992.

The Secretary is satisfied, as a result of investigations carried out, that the goods from India which were under investigation, being steel reinforcing bar imported from Tata Iron and Steel Co. Ltd., are not goods in respect of which a determination may be made under the Dumping and Countervailing Duties Act 1988, for the reason that the New Zealand steel reinforcing bar industry has withdrawn its complaint. The Secretary is satisfied that there is insufficient evidence that material injury is being caused or threatened as a result of the importation from India of the goods subject to the investigation.

Broadcasting Act 1989

Direction to the Broadcasting Commission

To the Broadcasting Commission

Pursuant to section 44 of the Broadcasting Act 1989, I hereby give you notice that it is part of the general policy of the Government in relation to broadcasting that sound radio broadcasting services should be available in Auckland that promote Maori language and culture primarily to rangatahi (young Maori).

Pursuant to that policy I direct that, in the year ending with the close of 30 June 1993, you shall provide funding support to a total value of $400,000 (excluding goods and services tax) for the operational expenses of the sound radio broadcasting service known as Mai FM88. Of that amount, $200,000 (excluding goods and services tax) shall be provided in lieu of the total amount that, but for this direction, you would have provided for Mai FM88 in its third year of operation.

Education (Early Childhood Centres) Regulations 1990

Cancellation of Licence for an Early Childhood Centre

Pursuant to regulation 14 of the Education (Early Childhood Centres) Regulations 1990, and acting under authority delegated by the Secretary of Education, I hereby cancel the licences dated the 1st day of October 1991 and the 6th day of July 1992 which were granted under those regulations to Rowan Bejerhing in respect of Te Rapa Pre School, RNZAF Base and Air Scout Hall, Te Rapa Road, Hamilton.

This notice shall take effect the day after the date of its notification in the Gazette.
