Annex D: Discretion in the Transition Over the Five Year Period

Funding Targets

  1. The foundation should develop, by September 1993, an overall transition strategy covering that part of the PGSF allocated by the foundation, in consultation with the major science agencies, with this strategy setting out the way in which funding allocations will be managed in order to achieve the five year funding level targets. The transition strategy should be the outcome of aggregating the science area research strategies referred to below and should be advised to the Minister of Research, Science and Technology when it is complete.

Transition Path

  1. The funding levels proposed at the aggregate level, or for individual outputs in two aggregations (outputs 19 to 24 and outputs 29 to 33) for 1997-98, as set out in Annex B, are firm goals towards which the foundation should work, bearing in mind that another review of five year priorities will be conducted in 1995. The overall transition strategy should clearly indicate the path expected to be followed in achieving these goals.
