Summary of Bills Introduced
Citizenship Amendment Bill
Amends the Citizenship Act 1977.
The main changes to the principal Act contained in the bill are—
(a) The tightening of the provision of the Act relating to the circumstances in which children adopted overseas by New Zealand citizens automatically become New Zealand citizens. Only children under the age of 13 years at the date of the overseas adoption will automatically become entitled to New Zealand citizenship;
(b) An amendment to section 8 of the principal Act to make it clear that an intention to leave the country temporarily will not be a bar to the grant of citizenship;
(c) The introduction of new rules relating to the grant of citizenship to the spouses of New Zealanders. The main effect of the new rules is that most applicants will be required—
(i) To have been ordinarily resident in New Zealand throughout the 2-year period before the date of application; and
(ii) To be entitled to be in New Zealand indefinitely;
(d) Miscellaneous minor amendments to update the principal Act.
Education Amendment (No. 5) Bill
Inserts into the Education Act 1989 a new Part VIIIA. The Part replaces section 91 of that Act, which provides for the direct central payment by the Crown of the salaries of teachers employed at schools whose Boards do not receive grants in respect of teacher salaries.
Otago Foundation Trust Board Bill
Private bill seeking to consolidate two previous amendments to the Otago Foundation Trust Board Act 1962 and to repeal that Act; to update the Board’s powers and procedures in accordance with developments in general trustee law and recent commercial practice; to provide for the better administration of the funds of the Board; and to state more adequately the roles and functions of the Board and the Presbyterian Synod of Otago and Southland.

Pursuant to section 282g of the Fisheries Act 1983, and delegation made pursuant to section 41 of the State Sector Act 1988, the Deputy Group Director, MAF Fisheries hereby gives the following notice.
Notice
- Title and commencement—(1) This notice may be cited as the Fisheries (Bycatch Trade-off) Notice 1992.
(2) This notice shall come into effect on the 31st day of July 1992, and shall expire on the 30th day of September 1992.
