(a) The membership of each regional council should be sufficient to adequately provide for the:

(i) Efficient and effective performance of its functions; and

(ii) Separation of regulatory functions, as required under section 223C (d) of the Local Government Act 1974; and

(iii) The fair and effective representation of the different communities of the region.

(b) The criteria set out in section 101L of the Local Government Act, for the consideration of regional councils when reviewing the number and boundaries of constituencies, including:

(i) That the number and boundaries of constituencies will provide effective representation of communities of interest within the region;

(ii) That the constituency boundaries coincide with the boundaries of current statistical meshblock areas determined by the Department of Statistics and used for Parliamentary electoral purposes;

(iii) That, so far as is practical, constituency boundaries coincide with the boundaries of one or more territorial authority districts or the boundaries of wards;

(iv) That the electors of a constituency receive fair representation having regard to the population of every constituency within the region, and if the circumstances require the rateable values, areas, or other relevant characteristics of the various constituencies;

(c) With the exception of the Auckland Region and where all other criteria have been met, it is desirable as far as practicable for the boundaries of existing constituencies, or combinations of these, to be retained for the 1992 local authority elections;

(d) Such other factors which in the opinion of the Commission are relevant.

  1. Without limiting the Commission’s discretion in considering, reporting, and making recommendations on the wards and membership of Marlborough District, the Commission may consider such provisions of section 101L of the Local Government Act are applicable.

D. Reporting Date

  1. The Commission shall report back to the Minister of Local Government by Monday 16 March 1992.

District Courts Act 1947

Acting District Court Judges Appointed

Pursuant to section 10 of the District Courts Act 1947 and section 5 (1) of the Family Courts Act 1980, Her Excellency the Governor-General of New Zealand has been pleased to appoint

David Raymond Brown, barrister, of Auckland and

Paul Whitehead, barrister and solicitor of Nelson

to be Acting District Court Judges to exercise civil and criminal jurisdiction in New Zealand and to exercise the jurisdiction of the Family Courts for a term of 12 months from 19 December 1991.
