Temporary Member of Employment Tribunal Appointed
Pursuant to section 87 of the Employment Contracts Act 1991 and acting on the recommendation of the Minister of Labour, Her Excellency the Governor-General has been pleased to appoint
Gerald Charles Ditchfield
as a temporary mediator member of the Employment Tribunal, for a term of 4 months commencing on the 1st day of January 1992 and ceasing at the end of the 30th day of April 1992.

Foundation for Research Science and Technology Act 1990
Statement of Science Priorities for the 1992/93 Financial Year
To the Chairman of the Foundation for Research Science and Technology.
I am required under the Foundation Act 1990 to "... advise the Foundation of the priorities that the Foundation shall adhere to in carrying out its functions..." in the allocation of funds for the production of public good science outputs.
I am conveying preliminary advice to you on science priorities by means of this letter and its 7 annexes.
Allocation of Funds Across Outputs
That part of the Public Good Science Fund (PGSF) allocated by the Foundation has been divided into 40 categories or "outputs". The Foundation is required to allocate funding to research providers in accordance with this output framework.
Annex 1 lists the 40 outputs and shows the indicative funding the Government wishes to allocate to each output in the 1992/93 financial year. Funding levels are expressed as a percentage of that part of the total PGSF allocated by the Foundation. As further guidance these have been multiplied by the level of the PGSF for the 1991/92 financial year, after technical adjustments and removal of Non-Specific Output Funding. The total amount of that part of the PGSF to be allocated by the Foundation for the 1992/93 financial year is not yet known but will not be less than the adjusted figure for 1991/92.
The Foundation will be allowed discretion in the allocation of funding to outputs, so that you will be able to take account of the quality of research proposals in your deliberations. The degree of this discretion is identified in Annex 2. The intention of the Nil lower bound is to ensure that the Foundation has full discretion to fund only those proposals which it considers to be of adequate quality. The principal intention of the upper bound of 105% is to enable full programmes to be funded at the margin so as to avoid having to fund parts of programmes because of the funding limit.
Priority Research Themes
I wish to nominate priority research themes within single outputs and across several outputs. Themes have been nominated for all but outputs 36, 37, 38, 39 and 40, and are shown in Annex 3.
Themes in two broad areas of Government concern are also listed. These relate to Climate Change and the Control of Possums and the Threat of Bovine Tuberculosis.
These cross-output themes are also the subject of National Science Strategies which are currently being considered by Committees which I have appointed for this purpose. I invite the Foundation to consider any future relevant material produced by the National Science Strategy Committees, and take this information into account during the selection of programmes.
The Government is nominating themes to indicate areas of high research relevance. Themes do not, however, encompass everything that should be funded in an output and neither should themes be allowed to override the quality measure of individual research proposals.
Long-Term Programme Funding
I wish to emphasise the Governmentβs recognition of the long term nature of science and the necessity to fund appropriate programmes on a longer term basis. Therefore I am allowing greater discretion to the Foundation in the proportion of the PGSF allocated by the Foundation that can be committed to funding programmes for more than one year. These guidelines are shown in Annex 4.
Criteria for the Selection of Research Proposals
The selection of programmes must show a balance between the strategic importance of the research and its scientific quality. To achieve this, I invite the Foundation to apply the selection criteria set out in Annex 5.
Technology Transfer
I consider the transfer of technology derived from the research and development funded through the Public Good Science Fund to be an important consideration in every research proposal. It is only through the effective transfer, adoption and exploitation of the results of research and development that the outcomes desired by the Government for New Zealand can be achieved.
The method I wish the Foundation to apply to the treatment of technology transfer is identified in Annex 6. It is proposed that the decisions on technology transfer should be applied on a case by case basis by the Foundation without quantitative guidelines.
Outcomes Desired by Government
The Government also wishes to restate previously agreed outcomes which it wishes its research expenditure in that part of the Public Good Science Fund allocated by the Foundation, to contribute to. These outcomes form an important framework within which various science related decisions can be made, including the selection of programmes for funding. The list of outcomes is shown in Annex 7.
