Education Act 1989
Annual Cost of Borrowing
Pursuant to section 67 (1AA) of the Education Act 1989, I hereby specify the means of ascertaining the annual cost of repaying all outstanding borrowings (including both principal and interest repayments) for the purposes of subsection (1) of section 67.
The annual cost for all boards of trustees shall be ascertained as follows:
One-tenth of the grant or grants determined by the Minister to be paid to the board for operational activities.
This notice shall come into force on the date of its publication in the Gazette.

Education Amendment Act 1990
Early Childhood Education Charter Guidelines: Desirable Objectives and Practices
Pursuant to section 312 (2) of the Education Amendment Act 1990, the Minister of Education hereby gives the following notice:
The Statement of Desirable Objectives and Practices gazetted in the New Zealand Gazette, 6 December 1990 is hereby amended by deleting clause 8, Staffing, Goal (a) and (b) and replacing it with the following new clause:
- Staffing GoalβQualified staff who understand young children and their development.
Objectives and practices:
(1) It is desirable that each year, early childhood services where all staff do not have qualifications recognised by the Secretary of Education, develop a staged plan showing the ways in which the service will budget to increase the number of qualified adults working with the children through field-based training or staff training policies;
(b) It is desirable that each year, services provide a staged plan which outlines the ways in which the service could reach a staffing level which is better than the requirements of the minimum standards.
This notice comes into force on the 1st day of February 1992.
