Validating and Authorising the Reclaiming of Foreshore and Seabed from the Wellington Harbour and Vesting of Land in Port of Wellington Limited

THE HON. D. C. MCKINNON PRESIDING IN COUNCIL
Pursuant to section 175 (3) and section 265 of the Harbours Act 1950, Her Excellency the Governor-General, acting by and with the advice and consent of the Executive Council hereby authorises and validates the reclamation of the area described in the First Schedule hereto carried out by or on behalf of the Wellington Harbour Board.
And pursuant to section 175D of the Harbours Act 1950, the area described in the First and Second Schedule hereto is hereby vested in Port of Wellington Ltd.
First Schedule
All that area of land comprising 4680 square metres as shown on plan M.D. 16547 (S.O. 36490), deposited in the office of the Maritime Transport Division of the Ministry of Transport at Wellington.
Second Schedule
All that area of land comprising 4320 square metres, being described as Section 1, S.O. 36479 as shown on plan M.D. 16548 (S.O. 36479), deposited in the office of the Maritime Transport Division of the Ministry of Transport at Wellington.
The District Land Registrar is hereby authorised to make such entries in his registers as are necessary to give effect to this Order.

Appointment and Revocation of Harbourmasters
Pursuant to section 7 of the Harbours Act 1950, I, Kevin William Ward, General Manager, Maritime Transport, in exercise of powers delegated to me, pursuant to sections 28 and 41 of the State Sector Act 1988, hereby appoint
George Timothy Nicol as harbourmaster for Taharoa Harbour and for Fiordland Harbour;
and
Thomas Edwin Law as harbourmaster for Oteranga Bay Harbour and for Tarakohe Harbour;
and
Francis William Lyons as harbourmaster for Tarakohe Harbour and Otago Inland Harbours.
And, I here revoke the appointment of
David Wood Boyes as harbourmaster for the harbours of Taharoa, Oteranga Bay, Motunau River, Fiordland Harbour, Otago Inland Harbours and Tarakohe Harbour*.

International Air Services Licensing Act 1947
Notice of Intention to Amend an International Air Service Licence
Notice is hereby given that I intend to exercise the power conferred on me by section 14 of the International Air Services Licensing Act 1947 to amend the terms of the International Air Service Licence issued to Air New Zealand Limited to allow the airline to operate a second weekly B747 service from Auckland to Frankfurt via Honolulu and/or Los Angeles.
This amendment will take effect on 28 October 1991.

Notice of Intention to Amend an International Air Service Licence
Notice is hereby given that I intend to exercise the power conferred on me by section 14 of the International Air Services Licensing Act 1947 to make technical amendments to the terms of the International Air Service Licence issued to Qantas Airways, with effect from 24 October 1991, concerning traffic rights, aircraft types and tariffs.
Details of these amendments may be obtained from the Acting General Manager, Air Transport Division, Ministry of Transport, P.O. Box 31-441, Lower Hutt.

Traffic Regulations 1976
Temporary Exemption from Seatbelt Requirements for Specified Class of Motor Vehicles—Dhal Yang Seatbelts Imported by Asian Auto Parts Limited
Pursuant to regulation 90, subclause (1) of the Traffic Regulations 1976, and subject to the conditions in the attached Schedule, the Secretary for Transport hereby exempts the class of motor vehicles specified below from the requirements of regulation 78A of the Traffic Regulations 1976. This notice shall come into effect on the 1st day of October 1991 and expire on the 31st day of March 1992.
Specified Class
The specified class of motor vehicles is:
Any vehicle that is fitted with a “Dhal Yang” brand retractor seatbelt with the label marking:
SUPPLIED BY ASIAN AUTO PARTS LTD.
Schedule of Conditions

Seatbelts must be fitted and be in a good condition, in particular the dual retractor mechanism must operate consistently and the buckle assembly must not disconnect without activating the buckle release.

The Warrant of Fitness authority has completed a duplicate inspection sheet which identifies the seatbelts as SUPPLIED BY ASIAN AUTO PARTS LTD. and that these are under a recall. One copy is to be held by the Warrant of Fitness authority. The second copy of the inspection sheet must be given to the person who has brought the vehicle in for inspection.
