Summary of Bills Introduced
Immigration Amendment
This Bill amends the Immigration Act 1987, which provides the legal framework for the operation of the Government’s immigration policy. The Bill proposes a number of specific amendments in major areas including:
(a) The promulgation of Government policy in relation to residence visas and permits, and the right to appeal to an independent Resident Appeal Authority where a decision to refuse a residence visa or permit is not in accordance with that policy;
(b) A new removal order procedure to replace the current removal warrants, with the right of appeal to an independent Removal Review Authority to cancel a removal order;
(c) The introduction of the new categories of limited visa and limited permit for persons coming to New Zealand for a limited short term purpose, and a new transit visa for transit passengers; and
(d) Special procedures for persons whose security status cannot be immediately ascertained on their arrival in New Zealand.
There are also many general amendments to ensure that persons who have not complied with the basic requirements of the Act, cannot use legal proceedings provided under the Act for the purpose of delay rather than for the purpose of substantive consideration of their case.
Companies (Ancillary Provisions)
This Bill contains a number of measures relating to the reform of company law.
(a) It seeks to amend the Companies Act 1955 and to apply a number of the reforms contained in the Companies Bill (such as those relating to directors’ duties, liquidations and shareholder remedies) to existing companies and to align the provisions
