Summary of Bills Introduced

Appropriation Bill

The purpose of this bill is to issue and apply certain sums of public money for the year ending with the 30th day of June 1990; and to authorise costs to be incurred, in relation to certain classes of outputs, for the year ending with the 30th day of June 1990; and to appropriate the supply granted in the year ending with the 30th day of June 1990.

Imprest Supply Bill

The purpose of this bill is to issue and apply certain amounts of public money towards the service of the year ending with the 30th day of June 1990.

Law Reform (Miscellaneous Provisions) Bill

The purposes of the bill are threefold.

First, the bill seeks to amend the Judicature Act 1908, the Reciprocal Enforcement of Judgements Act 1934 and the Evidence Act 1908. These amendments should be considered in conjunction with provisions in the proposed Commerce Law Reform Bill which will prohibit persons with a dominant position in Australia or in New Zealand, or in both countries, from using that position to affect adversely markets in New Zealand. The amendments to these Acts will give the High Court of New Zealand the power to sit in Australia in cases that involve contraventions of this proposed law. It will also enable the Federal Court of Australia to sit in New Zealand in corresponding cases under Australian legislation.

Second, the bill intends to modify the application of the Official Information Act 1982 in relation to information provided to the Overseas Investment Commission.

Finally, the bill intends to amend the definition of β€œprocessed” in section 2 of the Horticulture Export Authority Act 1987.

Animals Act 1967

Notice to Extend an Already Established Special Quarantine Ground at Hato Paora College (Notice No. 4981; Qual/0966/PAO)

Notice is hereby given that pursuant to section 11A (1) of the Animals Act 1967, land and premises being an already established Special Quarantine Ground (New Zealand Gazette, 7 September 1989, No. 156, page 4128 (Notice No. 4936; Qual/0966/PAO)), is hereby extended by the inclusion of land shown on Plan No. 1411896 as M, situated within Blocks VII, VIII, XI and XII, Oroua Survey District, being Lots 15, 16 and part Lot 17, D.P. 73, being 30.60 hectares, more or less, being the land in certificate of title, Volume 31B, folio 790 (Wellington Registry) is hereby declared to be a special quarantine ground for imported animals.

Notice to Set Apart and Define a Special Quarantine Ground at Halcombe (Notice No. 4980; Qual/0966/HAL)

Notice is hereby given that pursuant to section 11A (1) of the Animals Act 1967, land and premises shown on Plan No. 14141896 as A, being 246.07 hectares, more or less, situated within Blocks VIII and XII, Rangitoto Survey District, being part Lot 2, D.P. 55586 and part Section 19 and Section 20, D.P. 46 and being the land in certificate of title, Volume 30C, folio 668 and Volume 28C, folio 863 (Wellington Registry) is hereby declared to be a special quarantine ground for imported animals.

Harbours Act 1950

Notice of Approval of Bylaw Amendment

I, Philip Tosswill Edmond Woollaston, Minister of Conservation, pursuant to section 165 of the Harbours Act 1950, hereby give approval to the Whakatane District Council Foreshore Control and Water Control Bylaws 1984 Amendment No. 1 1989 adopted on the 9th day of August 1989, by a meeting of the council, and approved by the Minister of Transport on the 4th day of December 1989.
