Video Recordings Act 1987

Video Recordings Board of Review Decisions

Colour Climax Programme 331

  1. The video recording Colour Climax Programme 331 was submitted to the Video Recordings Board of Review (the Board) by the Secretary for Internal Affairs pursuant to section 36 of the Video Recordings Act 1987 (the Act).

  2. The Board has re-examined the video in accordance with section 38 of the Act. In reaching its decision it did not find it necessary to consult with any further persons.

  3. The video comprises 3 scenes each of approximately 10 minutes duration. As there is no story-line and each scene depicted similar repetitious acts there appeared to be no reason for the division into separate scenes. This is the first video which the Board has examined which has concentrated mainly on repetitious acts of urination in association with sexual activity.

    The first scene “Liquid Lunch” showed five heterosexual couples enjoying lunch. Within a minute or two they were seen urinating into wine glasses, into each others mouths and over each others bodies. Interspersed with these acts a range of explicit sexual activities were shown with the sexual activity resulting, in the majority of scenes, in urination rather than ejaculation. The following two scenes “Piss Service” and “Piss Addicts” were in a similar format with the latter scene involving three couples.

  4. The Board considered those matters which it is required to address under section 21 of the Act and reached the following conclusions:

    a. The dominant effect of the video is the depiction of urination within a sexual context.

    b. The video had no artistic, social or cultural merit, value or importance. Some members of the Board stressed that the association of urination with sexual acts was repugnant, insensitive and alien to their culture. The filming was of adequate quality with most of the shots filmed in close up.

    c. The video is aimed at an adult audience but given the urination theme, which is readily apparent from the outside cover, it may have more limited appeal than other sexually explicit videos.

    d. Notwithstanding the fact that the acts depicted take place between consenting adults, and in some of the scenes with great hilarity, the extensive presentation of urination out of its usual context, as a normal physiological act, and associated with pleasurable sexual activity constitutes, the Board considers, anti-social and offensive behaviour. The behaviour comprises almost the entire video.

    e. As already noted both males and females were shown urinating into each others mouths and over one anothers bodies. Even though these activities took place in a non-coercive and “fun” environment the depiction of men and women voluntarily urinating over one another is demeaning and degrading to men and women. While this may not constitute “degradation” in the literal interpretation of the word, the Board considers it to be degradation in common parlance.

    f. The video would be used for entertainment.

    g. Even had the intermittent German spoken in the video been translated into English it would have added nothing to the video. It was easy to translate the short sentences which consisted largely of “Oo’s, Oh’s and Ah’s”.

  5. In addition to the statutory requirements which the Board considered it also noted the false impressions that can be created by videos of this type to persons inexperienced in sexual activity. The fact that the scenes were portrayed in a light-hearted manner as though urination was a normal and enjoyable part of sexual activity was disquieting.

  6. The Board continues to be most concerned that no safe sex instructions are included with the video particularly as multiple sex activity took place in some of the sequences. It regrets that it has no power under the Act to request additions to videos to include such instructions.

  7. For the reasons outlined above the Board was unanimous that the video be classified as indecent.

Pain by Lana

  1. The Secretary of Internal Affairs sought a review of the video Pain by Lana pursuant to section 36 of the Video Recordings Act 1987 (the Act).

  2. The Video Recordings Board of Review (the Board) re-examined the video in accordance with section 38 of the Act. It did not consult with any other persons in reaching its decision.

  3. The video comprised nine protracted scenes in which the male actor is subjected to varying forms of bondage and discipline. Lana performs these acts in an unemotional detached manner but during the course of the video she becomes more dominating and powerful.

    The acts depicted comprised tying up the naked male actor into bizarre positions; whipping and beating with leather thongs and a cane mostly in the buttock area; affixing hook and clamp like structures into his nipples and penis which were then manipulated in a torture like manner; and brushing, pricking and prodding the penis and scrotal area.

  4. The Board took into consideration the matters that it is required to pursuant to section 21 of the Act. It formed the following conclusions:

    a) The main effect of the video is the infliction of pain and humiliation on a male by a dominant woman.

    b) The video had no artistic, social or cultural merit, value or importance.

    It was extremely poorly acted, the filming was of poor quality and standard. It was difficult to see clearly what was happening in some of the sequences.

    c) The video would have limited appeal to a predominantly adult male audience.

    d) The Board recognises that a small percentage of males chose to obtain sexual satisfaction by being subjected to constraint, discipline and the infliction of pain.
