Pursuant to the Reserves Act 1977, and to a delegation from the Minister of Conservation, the Regional Conservator, Wanganui, for the Department of Conservation hereby appoints
Herbert Gavin Higgie
to be a member of the Board of Trustees, constituted under the Wanganui and Rangitikei Racecourses Act 1862, Wellington Land District, in place of Angus Douglas Wilson, deceased.

Education
Education Act 1989
National Education Guidelines
Pursuant to sections 60 and 61 of the Education Act 1989, the Minister of Education hereby specifies the following national education guidelines as core charter elements. In terms of section 61 these guidelines are deemed to be part of the charter of every state and integrated school in New Zealand and are to apply to the Board of Trustees and Principal of every state and integrated school.
GUIDING PRINCIPLES
The Board of Trustees accepts that all students in any school or schools under its control are given an education which enhances their learning, builds on their needs and respects their dignity.
This education shall challenge them to achieve personal standards of excellence and to reach their full potential. All school activities will be designed to advance these purposes.
Curriculum
The board of trustees will endeavour to ensure that every child in the school shall have the best possible learning opportunity.
This involves the provision of a balanced curriculum, which enables all learners to acquire existing knowledge and skills, while at the same time developing capabilities to create knowledge and practise new skills.
Basic skills will be learnt. Physical and aesthetic abilities will be enhanced. Realistic personal standards of achievement will be set. Scholarship will be valued and encouraged at every level.
Every child will be aware of the dual cultural heritage of New Zealand and the multi-cultural nature of our society.
Equity
Equity objectives shall underpin all activities in the school.
The board of trustees will ensure that the schoolβs policies and practices seek to achieve equitable outcomes for students of both sexes, for rural and urban students (where appropriate); for all students irrespective of their religious, ethnic, cultural, social, family and class backgrounds, and irrespective of their ability or disability.
