Notice is hereby given that pursuant to section 11A (2) of the Animals Act 1967, the Special Quarantine Ground (Notice No. 4228; New Zealand Gazette, 8 October 1987, No. 174, page 4636), being land, situated at Woodcocks, Warkworth and comprising: Part 48, certificate of title 768/24, Block 9, Mahurangi S.D., is hereby abolished from the date of this notice in the Gazette.

Notice is hereby given that pursuant to section 11A (2) of the Animals Act 1967, the Special Quarantine Ground (Notice No. 3291; Ag. 6/4/5/19, New Zealand Gazette, 26 July 1984, No. 128, page 2870), being land and premises, situated at Manutahi Road, Leppington, New Plymouth, comprising Lot 1, D.P. 9599, part Section 14, Huatangi District, Block 7, Paritutu S.D., is hereby abolished from the date of this notice in the Gazette.

Appointment of Additional Members to the Broadcasting Standards Authority
Pursuant to section 26 (3) of the Broadcasting Act 1989, His Excellency the Governor-General on 11 December 1989 appointed the following persons to the Broadcasting Standards Authority from 6 December 1989 for a period of 12 months:
Lloyd Brian Falk, additional member.
David Colin Beatson, additional member.
JONATHAN HUNT, Minister of Broadcasting.

Dumping and Countervailing Duties Act 1988
Final Determination: Dumping Investigation in Respect of Plasterboard from Thailand
Pursuant to section 13 (1) of the Dumping and Countervailing Duties Act 1988, I, David John Butcher, Minister of Commerce, hereby give notice that I have made a final determination that plasterboard exported by SCT Co. Ltd. and Thai Gypsum Products Co. Ltd. of Thailand, and imported or intended to be imported into New Zealand, is goods in respect of which I may direct the imposition of anti-dumping duty in accordance with section 14 of the Dumping and Countervailing Duties Act 1988.
I hereby give notice that I am satisfied in relation to the importation into New Zealand of the goods described above that—
(a) The goods are being dumped; and
(b) By reason thereof material injury to the New Zealand plasterboard industry has been caused,—
and that section 14 of the Act applies to those goods, and that there shall be charged, collected and paid on demand of the Collector anti-dumping duty on those goods. The anti-dumping duty so imposed shall be an amount specified in the Schedule to this notice.

Amount of Anti-Dumping Duty
The following anti-dumping duty shall be charged, collected and paid on demand of the Collector, in respect of plasterboard of a thickness of 9 mm or 9.5 mm, falling under Tariff Items 6809.11.00 and 6809.19.00, when imported from Thailand.

To the Secretary of Commerce
I, David John Butcher, Minister of Commerce, acting pursuant to section 112 of the Radiocommunications Act 1989 ("the Act"), hereby give you notice that it is part of the policy of the Government in relation to your functions, duties and powers under section 111 of the Act and your functions, duties and powers under the Radio Regulations 1987—
(a) That the coverage of the television services known as TV1, TV2, and TV3 should be maintained and should be extended to communities that would otherwise not receive a commercially viable service; and
(b) That non-commercial television services should be facilitated on a short-term basis and existing services should be maintained on the UHF range of frequencies; and
