Broadcasting Act 1989
Direction to Broadcasting Commission in Relation to Funding of Broadcasting Activities
To the Broadcasting Commission
Pursuant to section 44 of the Broadcasting Act 1989, I, Jonathan Lucas Hunt, Minister of Broadcasting,—
(1) Give you notice that it is part of the general policy of Government in relation to broadcasting—
Access Radio
(a) That access radio services should be available for a broad range of non profit community groups; and
Concert Programme and National Radio
(b) That the services known as the Concert Programme network and the National Radio network should continue to be provided by Radio New Zealand Limited until at least 1 July 1992; and
(c) That commercial advertising should not be broadcast on the Concert Programme network or the National Radio network, except in the form of credits relating to subscription, sponsorship or underwriting arrangements entered into in relation to particular programmes; and
Maori Broadcasting
(d) That Maori broadcasting should be actively promoted, and that funds be made available from Public Broadcasting Fee revenue for this purpose; and
Television and Radio Coverage
(e) That every community of over 1000 people should have access to a primary signal for a community sound radio service; and
(f) That the coverage of television and community sound radio broadcasting should be maintained at least at the level achieved by the Broadcasting Corporation of New Zealand on 1 April 1988; and
(g) That an enquiry should be undertaken to examine the extent to which the coverage of television and sound radio broadcasting should be extended to New Zealand communities that would otherwise not receive a commercially viable signal;
(2) In pursuance of that policy, direct that you shall—
Access Radio
(a) Make funds available for access radio services at a level at least equal in real terms to the amount provided by the Broadcasting Corporation of New Zealand in the 1987/88 financial year; and
Concert Programme and National Radio
(b) Use your best endeavours to negotiate contracts with Radio New Zealand Limited, in relation to the provision of funds for the services known as the Concert Programme network and the National Radio network, which include conditions that require Radio New Zealand Limited to maintain the Concert Programme network and the National Radio network in their present forms until at least 1 July 1992; and
(c) Use your best endeavours to negotiate contracts with Radio New Zealand Limited, in relation to the provision of funds for the services known as the Concert Programme network and the National Radio network, which include conditions that require that commercial advertising is not broadcast on the Concert Programme network or on the National Radio network, except in the form of credits relating to subscription, sponsorship or underwriting arrangements entered into in relation to particular programmes; and
Maori Broadcasting
(d) Apply at least 6% of Public Broadcasting Fee revenue, net of collection costs, to the promotion of Maori broadcasting, including broadcasting promoting Maori language and Maori culture; and
(e) Develop appropriate system for assessing and funding Maori broadcasting needs; and
(f) Make available funding of approximately $1,440,000 (exclusive of goods and Services Tax) to the Aotearoa Maori Radio Trust Board for the period 1 July 1989 to 30 June 1990, to maintain a continuous AM radio service in the Auckland area; and
(g) Seek, as soon as practicable, expressions of interest in assistance from Public Broadcasting Fee revenue in relation to the establishment or maintenance of specific Maori broadcasting ventures; and
Television and Radio Coverage
(h) Begin, as soon as practicable, an enquiry into the extent to which you consider it appropriate to extend the coverage of television and sound radio broadcasting to New Zealand communities that would otherwise not receive a commercially viable signal.
