Summary of Bills Introduced
Electoral Law Reform Bill
This Bill amends the Electoral Act 1956, particularly in respect of the Maori electoral population. Also there are provisions to increase penalties for a variety of offences to allow people of 17 years 9 months of age to lodge an application to register as electors, to govern the supply of computer tapes containing information of electors, and to increase a candidate’s deposit to $200. Instances which would preclude a by-election being held are also incorporated.
The Bill also provides for the holding, in conjunction with the 1990 general election, of a poll to decide whether the term of the House of Representatives should be increased from 3 years to 4 years as well as the holding of local restoration polls in no-licence districts.
Foreshore and Seabed Endowment Revesting Bill
This Bill is to return to the Crown all foreshore and seabed alienated from the Crown estate over the past 100 years and vested in harbour boards or local authorities with the power of harbour boards.
Nurses Amendment Bill
This Bill amends provisions in section 54 of the Nurses Act 1977 relating to the carrying out of obstetric nursing. The purpose of the Bill is to remove restrictions imposed by that section on the practice of midwifery.
Clause 2 amends subsections (1) and (2) of section 54 of the principal Act, which create offences relating to obstetric nursing. At present, subsections (1) and (2) of section 54 of the principal Act have the effect of prohibiting a person from carrying out obstetric nursing if responsibility for the care of the patient is undertaken solely by a registered midwife. Such responsibility may be undertaken only by a medical practitioner.
The effect of the clause is to allow a registered midwife to undertake sole responsibility for the care of the patient in such cases. This places a registered midwife in the same position as a medical practitioner for the purposes of section 54.
Silverpeaks County Council (Karitane Lump Sum Validation) Bill
This Bill validates the lump sum contribution levied by the Silverpeaks County Council for the Karitane Sewerage Scheme.

Wine Makers Levy Act 1976
Special Levy Prescribed Under the Wine Makers Levy Act 1976 (Notice No. 4943, Ag. 4/54/21)
Pursuant to section 11 (1) of the Wine Makers Levy Act 1976 and on the recommendation of the Wine Institute of New Zealand Incorporated, I hereby prescribe a special levy of 34.4 cents per litre on the grape wine sold by every holder of a grape wine licence during the year ended 30 June 1989. The funds collected by the special levy are to be used to cover items not previously budgeted for at the time of the original annual levy.

Electricity Act 1968
Notice of Approval of Electrical Code of Practice for Extra-Lower Voltage Installations—NZ ECP 7: 1989.
Pursuant to section 24c of the Electricity Act 1968, I, David Butcher, Minister of Energy, give notice that on the 6th day of November 1989, I approved the Electrical Code of Practice for Extra-Low Voltage Installations—NZ ECP 7: 1989 issued by the Acting Secretary of Energy on the 28th day of September 1989 and amended by agreement after the consultation required by the Electricity Act 1968.
The Electrical Code of Practice for Extra-Low Voltage Installation—NZ ECP 7: 1989 shall come into force on the 4th day of December 1989.
Copies of the Electrical Code of Practice for Extra-Low Voltage Installation—NZ ECP 7: 1989 may be obtained from the Chief Electrical Inspector’s Office, Ministry of Energy, P.O. Box 2337, Wellington.
