Call for Tenders 1988
Pursuant to Section 120(5) of the Customs Act 1966, the Comptroller of Customs, Acting under the delegated authority is calling tenders for Global Tariff Quota for grape wine of an FOB value less than $2.00 per litre.
Guide notes to Global Tariff Quota Tendering are set out below.
Tenders must be addressed to the Collector of Customs, PO Box 86, Nelson. Attention: Mr T Heine or delivered by hand to the fourth floor, 24 Hardy Street, Nelson. Tenders should reach the office of the Collector of Customs no later than 4pm on Thursday 16 June 1988. Envelopes must be marked βGlobal Tariff Quota Tender No. 1β.

Tenderers are advised that Tariff Quota Allocations issued under this call for tenders will be for the importation of grape wine classified under tariff headings 2204 and 2205 (See further on for schedule of relevant tariff items).

Tenderers should be conversant with the various statutes and regulations governing the importation and sale of wine.
Guide for Tariff Quota Tendering

Tenders are to express their bids as an amount per litre (eg. $1.00 per litre) even though the quotas will be issued on a value basis.

Quotas will be allocated to the successful tenderers on the basis of the number of tariff quota allocation sizes. The successful tenderers will receive a duty concession, issued under Reference 98 of Part II of the Customs Tariff. For Tariff headings 2204 and 2205 which will reduce the rate of duty down to the level of the bid plus the relevant rate set out in the New Zealand Tariff. The relevant rates set out in the tariff are:
- 2204.10.05 .34c plus 22.5%
- 2204.10.09 $1.66 plus 22.5%
- 2204.21.01 .34c plus 22.5%
- 2204.21.05 $2.50 plus 22.5%
- 2204.21.09 $1.66 plus 22.5%
- 2204.29.01 .34c plus 22.5%
- 2204.29.05 $2.50 plus 22.5%
- 2204.29.09 $1.66 plus 22.5%
- 2205.10.21 .34c plus 22.5%
- 2205.10.25 $2.50 plus 22.5%
- 2205.10.29 $1.66 plus 22.5%
- 2205.90.21 .34c plus 22.5%
- 2205.90.25 $2.50 plus 22.5%
- 2205.90.29 $1.66 plus 22.5%
Example: A bid of $1.00 per litre under TI 2205.10.29 would mean the concession rate would be $2.66 per litre plus 22.5% of the Customs value.

Results of all tenders will be published in the Gazette which is available at Government Bookshops. Government Bookshops are located at:

Who can Bid
Tenders may be submitted by any person or enterprise domiciled in New Zealand.
Tendering Format

Tenders are to be made by letter.

The following information must be given:
a) Name and address of tenderer;
b) Number of units tendered;
c) Amount per litre of the bid.
Advice and Publication

Following the closure of the tenders, bids will be publicly opened in the office of the Collector of Customs in Nelson, in the presence of a Justice of the Peace.

Successful tenderers will receive a Global Tariff Quota Allocation which will show the C.I.F. value of the wine which may be imported and the concession rate of duty applicable.

Unsuccessful tenderers will be notified by letter.

The name and allocation of all tenderers successful and invalid, and the amount of the bid in each case will be published in the Gazette as soon as possible after the opening of the Tenders.
Period of Global Tariff Quota
Tariff Quotas issued under this tendering will be available until the 30th Day of June 1989.
