Notice
- (a) This notice may be cited as the Southern Secondary Schools Board of Governors Notice 1988.
(b) This notice shall come into force on the date of publication in the New Zealand Gazette.
- (a) The Board of Governors for Papatoetoe High School shall be known as the Southern Secondary Schools Board of Governors.
(b) The constitution of the Southern Secondary Schools Board of Governors is hereby varied and the board shall be constituted as follows:
(i) One member appointed by the Auckland Education Board;
(ii) One member elected by the teachers of Papatoetoe High School; but the member so elected may not be appointed as chairman or deputy chairman of the board;
(iii) Seven members elected by the parents of pupils attending Papatoetoe High School;
(iv) Two members co-opted by the board itself, as and when it thinks fit.
- The Southern Secondary Schools Board of Governors Notice 1985* is hereby revoked.

Tangaroa College Board of Governors Notice 1988
Pursuant to sections 51 and 54 of the Education Act 1964, the Minister of Education gives the following notice:
Notice
- (a) This notice may be cited as the Tangaroa College Board of Governors Notice 1988.
(b) This notice shall come into force on the date of publication in the New Zealand Gazette.
- There shall be a Board of Governors for Tangaroa College which shall be constituted as follows:
(a) One member appointed by the Auckland Education Board;
(b) One member elected by the teachers of Tangaroa College; but the member so elected may not be appointed as chairman or deputy chairman of the board;
(c) Seven members elected by the parents of pupils attending Tangaroa College;
(d) Two members co-opted by the board itself, as and when it thinks fit.

The Southern Secondary Schools Board shall cease to control Tangaroa College, and the sole control of that school shall be vested in the Board of Governors constituted by clause 2 of this notice.

The Southern Secondary Schools Board of Governors Notice 1985* is hereby revoked.

Decision
These publications were commercially imported through the port of Auckland in November 1987 and were seized by the Collector of Customs at Auckland. The importer subsequently disputed forfeiture of the publications and they were referred to the Tribunal prior to the commencement of condemnation proceedings pursuant to the Customs Act 1966.
Honcho, Men of Advocate Men
These are male homosexual magazines which feature photographs of nude males. The Tribunal is satisfied that the photographs and some of the written material in the magazines is of a nature which would be injurious to younger readers and accordingly classifies both as indecent in the hands of persons under the age of 18 years.
