Pursuant to section 28B of the District Courts Act 1947, His Excellency the Governor-General has been pleased to appoint
Neil Gordon Hattaway, District Court Judge of Christchurch
to exercise the criminal jurisdiction of the District Courts under Part IIA of the District Courts Act 1947.

Decision
These publications were commercially imported through the port of Dunedin on 8 March 1987. The publications were seized by the Collector of Customs at Dunedin. The importer in Dunedin and another private importer subsequently disputed forfeiture. The books were referred to the Tribunal for classification and decision prior to the commencement of condemnation proceedings pursuant to the Customs Act 1966.
Mr Highley, who operates a bookshop in Dunedin, advised the Tribunal that he receives various publications from an agent or agents in Australia, some of which come to him unsolicited. Mr Highley did not make any formal submissions to the Tribunal.
