The Christchurch Polytechnic Notice 1988
Pursuant to section 69 of the Education Act 1964, the Minister of Education hereby gives the following notice.
Notice
1 (1) This notice shall be cited as the Christchurch Polytechnic Notice 1988.
(2) This notice shall come into force on the date of its publication in the Gazette.
2 (1) There shall be a board of governors to be known as the Council of the Christchurch Polytechnic [Te Runanga Mananui o te Whare Runanga o Otautahi] (hereinafter called "the Council") which shall control the Christchurch Polytechnic [Te Whare Runanga o Otautahi] (hereinafter called "the Polytechnic").
(2) Notwithstanding the provisions of clause 1 (2) and clause 6 of this notice, the term of office of each member of the council as constituted prior to this notice shall continue until the expiry of such term.
- The council shall be constituted as follows:
(a) One member to be elected by an electoral college comprising the Christchurch City Council, the Heathcote County Council, the Riccarton Borough Council, and the Waimairi District Council;
(b) Two members to be elected by an electoral college comprising professional bodies within the Canterbury area set out in the First Schedule to this notice;
(c) Four members to be elected by an electoral college comprising associations of employers within the Canterbury area set out in the Second Schedule to this notice;
(d) Four members to be elected by an electoral college comprising associations of employees within the Canterbury area set out in the Third Schedule to this notice;
(e) One member to be elected by an electoral college comprising education associations and authorities within the Canterbury area set out in the Fourth Schedule to this notice;
(f) One member to be elected by an electoral college comprising the Council of the University of Canterbury, the Council of Lincoln College, and the Council of the Christchurch Teachers’ College;
(g) One member to be appointed by the National Council of Women (Christchurch Branch);
(h) One member to be appointed by the New Zealand Nurses’ Association (Canterbury Branch);
(i) One member to be appointed by the Minister of Maori Affairs to represent the Maori community of Christchurch;
(j) One member who shall be the Director of the Polytechnic;
(k) One member to be elected by the permanently appointed teaching staff of the Polytechnic, who shall be a permanently appointed teaching staff member employed by the council;
(l) One member to be elected by the permanently appointed non-teaching staff of the Polytechnic, who shall be a permanently appointed non-teaching staff member employed by the council;
(m) One member being a student enrolled in a course of study at the Polytechnic who shall represent the students of the Polytechnic and who shall be nominated to a term of office of 1 year by the executive of the Christchurch Polytechnic Students’ Association;
(n) Up to two members co-opted by the Council as and when it thinks fit.
- (1) The electoral colleges established pursuant to clause 3 (b), clause 3 (c), clause 3 (d), and clause 3 (e) of this notice are to be constituted in terms of the Schedules to this notice.
(2) No body, association, or society shall be a member of more than one electoral college at any time.
- (1) Subject to the provisions of this clause and to the provisions of paragraph (m) of clause 3 of this notice, the members of the council shall hold office for a term of 3 years but may, from time to time, be reappointed or re-elected.
(2) Except in the case of a casual vacancy, every such member shall hold office until the 31st day of March in the third year after the year of his or her appointment or election, and if on such 31st day of March the Secretary to the Council has not notified the council of the appointed or election of his or her successor, he or she shall continue to hold office until the date on which that appointment or election is notified.
(3) If any member dies, or resigns his or her office by writing under his or her hand addressed to the council or the Chair or the secretary thereof, or is absent without leave from the meetings of the council for 3 consecutive months, or while holding office becomes for any reason ineligible to remain a member, the casual vacancy so created shall be filled as soon as practicable thereafter by the appointment or election of a member in the manner in which the vacating member was appointed or elected, and the member appointed or elected to fill the vacancy shall hold office for the remainder of the term of office of the member whom he or she replaces.
(4) The powers of the council shall not be affected by any vacancy in the membership thereof.
- The Christchurch Polytechnic Notice 1981 is hereby revoked.
