Termination of State of Local Civil Defence Emergency

PURSUANT to section 56 of the Civil Defence Act 1983, I, Jeremy Paul Dwyer hereby terminate the state of local civil defence emergency declared in respect of the Hastings City/Havelock North Borough Combined Civil Defence District to take place from 9 a.m. on 31 March, 1, 2, 3, 4 and 5 April 1987.

The termination of the state of local civil defence emergency shall come into force at 10 a.m. on the days listed hereunder:
Monday, 6 April 1987.
Tuesday, 7 April 1987.
Wednesday, 8 April 1987.

The Royal New Zealand Institute of Horticulture Examinations Notice (Notice No. 3942)

PURSUANT to the Royal New Zealand Institute of Horticulture Act 1953, the Minister of Agriculture and Fisheries gives the following notice.


NOTICE

  1. Title and commencement—(1) This notice may be cited as the Royal New Zealand Institute of Horticulture Examinations Notice.
    (2) This notice shall come into force on the day of its notification in the Gazette.

  2. Approval of scheme of examination—The Minister of Agriculture and Fisheries hereby approves—
    The schemes submitted by the Examining Board of the Royal New Zealand Institute of Horticulture Incorporated, with the authority of the said Institute, for the examination of candidates for:
    (a) Certificates, diplomas and diplomas with honours in horticulture (amenity horticulture) as set out in the First Schedule hereto; and
    (b) Certificates, diplomas and diplomas with honours in horticulture (fruit production) as set out in the Second Schedule hereto; and
    (c) Certificates, diplomas and diplomas with honours in horticulture (vegetable production) as set out in the Third Schedule hereto; and
    (d) Certificates, diplomas and diplomas with honours in horticulture (nursery production) as set out in the Fourth Schedule hereto; and
    (e) Certificates, diplomas and diplomas with honours in horticulture (floriculture) as set out in the Fifth Schedule hereto.

  3. Revocation—The Royal New Zealand Institute of Horticulture Examinations Approval Notice 1971* is hereby revoked.


SCHEDULE

FIRST SCHEDULE

SCHEME FOR THE EXAMINATION OF CANDIDATES FOR THE NATIONAL CERTIFICATE IN HORTICULTURE (AMENITY HORTICULTURE), THE NATIONAL DIPLOMA IN HORTICULTURE (AMENITY HORTICULTURE), AND THE NATIONAL DIPLOMA WITH HONOURS IN HORTICULTURE (AMENITY HORTICULTURE) OF THE ROYAL NEW ZEALAND INSTITUTE OF HORTICULTURE INCORPORATED

  1. In this scheme, unless the context otherwise requires,—
    “Amenity horticulture” means the use of flowering and foliage plants, trees, shrubs and turf areas for the betterment of the environment in conjunction with natural and artificial features.

“Amenity plants” is to be interpreted in its widest sense, and includes seeds, trees, shrubs, and any flowering or non-flowering plant grown outdoors or under cover for decorative (as opposed to commercial) purposes.

“Certificate” means the National Certificate in Horticulture (Amenity Horticulture) granted by the Institute.

“Diploma” means the National Diploma in Horticulture (Amenity Horticulture) granted by the Institute.

“Diploma with Honours” means the National Diploma in Horticulture with Honours (Amenity Horticulture) granted by the Institute.

“Examining board” means the Examining Board of the Royal New Zealand Institute of Horticulture Incorporated.

“Identification” in relation to each of plants, weeds, insects, diseases and other pests, which occur in New Zealand, means the assigning thereto of its scientific name and a commonly used name.

“Institute” means the Royal New Zealand Institute of Horticulture Incorporated.

“Pest” means any mammal, bird, arthropod, mollusc, nematode or other worm, fungus, bacterium, virus or mycoplasma injurious to horticultural plants.

“Planthouse” means any glasshouse, greenhouse, shade house or similar structure in which plants are grown.

“Practical experience” means horticultural employment approved by the Examining Board.

“Weed” means a plant growing where it is not wanted.


Award of Certificate, Diploma and Diploma with Honours

  1. The Institute, on the recommendation of the Examining Board, may issue to a candidate who complies with all the conditions and requirements herein prescribed:
    (a) A Certificate to a candidate who has passed all the subjects 1 to 14 listed in 3 (1).
    (b) A Diploma to a candidate who has passed all the subjects 1 to 20 listed in 3 (1).
    (c) A Diploma with Honours to a candidate who has passed all the subjects 1 to 21 listed in 3 (1).

Subjects of Examination

  1. (1) The subjects for the Certificate, Diploma and Diploma with Honours examinations shall be—
    (1) Horticultural Botany
    (2) Plant Pests and Disorders
    (3) Soil Properties and Processes
    (4) Horticulture Practices
    (5) Plant Classification
    (6) Weed Control and Horticultural Chemicals
    (7) Soil Management
    (8) Amenity Horticulture I
    (9) Work Record Report
    (10) Vegetable and Fruit Culture
    (11) Plant Protection (Amenity Horticulture)
    (12) Amenity Horticulture II
    (13) Machinery and Structures (Amenity Horticulture)
    (14) Oral and Practical Examination I (Amenity Horticulture)
    (15) Horticultural Plant Science
    (16) Amenity Horticulture III
    (17) Engineering (Amenity Horticulture)
    (18) Management (Amenity Horticulture)
    (19) Project
    (20) Oral and Practical Examination II (Amenity Horticulture)
    (21) Thesis

(2) The oral and practical examination shall be combined, and shall be designed to test the candidate’s practical ability in horticulture and appreciation and understanding of horticultural operations.

(3) Each of the subjects 1 to 8, 10 to 13, 15 to 18 shall be examined by one three-hour written examination.

(4) Candidates must demonstrate a knowledge of safe practices in all examinations.


Conduct of Examination

  1. The examinations for the Institute’s Certificate, Diploma and Diploma with Honours shall be held at such times and at such centres as shall be decided by the Examining Board. All examinations other than oral and practical examinations shall be held in November. Oral and practical examinations may be held in November or in any other months specified by the Examining Board.

Examination Fees

  1. Every candidate for any examination for the Institute’s Certificate, Diploma and Diploma with Honours conducted by the Institute shall pay to the Institute such fee as the Board may prescribe in respect of each subject the candidate wishes to be examined in. The fee may not exceed $120 for each subject.
