2290 THE NEW ZEALAND GAZETTE No. 75

PURSUANT to the Import Control Regulations 1983 (S.R. 1980/246), and the Australia New Zealand Closer Economic Relations Trade Agreement, I. P. E. Donovan, Deputy Secretary of Trade and Industry, acting under delegated authority call tenders for the goods specified below. Tenders close on the 15th day of June 1987 at 5 p.m. and must be received by the Registrar of Tenderers by this time to be valid.

Terms and Conditions

Instructions for tenderers and the general terms and conditions which apply to the submission and acceptance of tenders for these goods are set out both in the Guide to Licence Tendering date November 1986, with the deletion of paragraphs 17 and 21, and in the TEAL and MEAL Allocation Procedures dated March 1985. Bids may be submitted through the Department of Trade and Industry bureaufax system. Tenders should be addressed to the Registrar of Tenderers, P.O. Box 3146, Wellington, or Bureaufax (04) 734 638, or be hand delivered to the First Floor, Bowen State Building, Bowen Street, Wellington.

Tenders for Round 47 must be received by the Registrar no later than 5 p.m. on Monday, 15 June 1987.

Licence Periods

All licences won in this tender round will be valid for the period 1 July 1987 to 30 June 1988.

Australian Origin Goods

All licences won in this tender round are available only for the importation of goods of Australian origin as defined in the Customs Regulations 1968, as amended. The New Zealand/Australia Rules of Origin are also detailed in Article 3 of the Australia New Zealand Closer Economic Relations Trade Agreement.

Classification of Goods

Many goods that are otherwise subject to global import control are exempt when of Australian origin. It is the tenderers responsibility to ensure the correct classification and licence status of the goods to be imported.

Motor Vehicle Components—Appendix B

Access arrangements under ANZCERTA do not permit the use of TEALs for importation of many motor vehicle parts and components. Where this restriction applies licences won will be endorsed “excluding those of a kind commonly used with the vehicles specified in Appendix B”. A copy of Appendix B will be attached to the licence. It reads:

  1. Pursuant to Annex C of the ANZCER Trade Agreement, in the item codes listed below, the Exclusive Australian Licences are only available for goods EXCLUDING components of a kind commonly used with:

    • (a) Tractors for articulated vehicles, being tractors that are designed for operation solely or principally on the highway; or
    • (b) Vehicles of Tariff Heading 87.02, other than air-cushioned vehicles or assembled convertible road rail motor coaches.
