PURSUANT to the Import Control Regulations 1983 (S.R. 1980/246) and the Australia New Zealand Closer Economic Relations Trade Agreement, I, J W H. Clark, Secretary of Trade and Industry, acting under delegated authority call tenders for the goods specified below. Tenders close on the 9th day of November 1987, at 5 p.m. and must be received by the Registrar of Tenderers by this time to be valid.
Terms and Conditions
Instructions for tenderers and the general terms and conditions which apply to the submission and acceptance of tenders for these goods are set out both in the Guide to Global Import Licence Tendering dated November 1986, with the deletion of paragraphs 17 and 21, and in the TEAL and MEAL Allocation Procedures dated March 1985. Bids may be submitted through the Department of Trade and Industry bureaufax system. Tenders should be addressed to the Registrar of Tenderers, P.O. Box 3146, Wellington, or BureauFax (04) 734 638, or be hand delivered to the First Floor, Bowen State Building, Bowen Street, Wellington.
Tenders for Round 53 must be received by the Registrar no later than 5 p.m. on Monday, 9th November 1987.
Licence Periods
Licences won in this tender round will be valid for the period 1 January 1988 to 31 December 1988, unless otherwise stated.
Australian Origin Goods
All licences won in this tender round are available only for the importation of goods of Australian origin as defined in the Customs Regulations 1968, as amended. The New Zealand/Australia Rules of Origin are also detailed in Article 3 of the Australian New Zealand Closer Economic Relations Trade Agreement.
ANZCERTA Tender Rules
The rules for ANZCERTA import licence tendering differ from the rules for global licence tendering in two significant areas.
Where fewer bids are received than there is licence available, each bidder will receive the licence sought and no premiums are payable.
Where more bids are received than there is licence available, an initial limit on licence take-up is applied. Each bidder, ranked in bid order, is first given no more than the initial limit stated for the tender category concerned. Any licence then remaining is allocated to outstanding bids with no further limit.
However, please note that the terms and conditions set out in the Guide to Global Licence Tendering apply to the payment of premiums and disposition of unpiacked up licence in the situation where a tender category is oversubscribed in bidding but required deposits are not paid during the 14 day deposit period.
APPAREL
This is the first issue of Exclusive Australian Licences for apparel and results from the agreement reached in November 1986 between Australia and New Zealand.
