I, Peter Edward Donovan, Deputy Secretary of Trade and Industry, acting pursuant to regulation 9A(2) of the Import Control Regulations 1973 hereby call for tenders for the goods specified in the First Schedule hereto under the Import Licence Tendering scheme subject to the terms and conditions set out in the Second Schedule hereto.

Note: Before completing the bid forms Tenderers should read the terms and conditions set out in the Second Schedule carefully as the procedures for this Round differ markedly in a number of respects from previous Rounds.
SECOND SCHEDULE
Terms and Conditions
ROUND 51
The terms and conditions applicable to this tender round shall be those specified in the Guide to Import Licence Tendering published in the Gazette of 6 November 1986 as modified by the terms and conditions set out below.
WHO MAY BID
- Import licence tendering is open to all entities which are entitled to obtain an import licence in accordance with the Import Licence Schedule reference to “Who Can Apply”.
REGISTER OF TENDERERS

A Register of Tenderers is maintained by the department as provided for in the Guide to Import Licence Tendering. Each Tenderer is allocated a confidential registration number.

Tenderers who submit bids without first having been allocated a registration number will be entered on to the register at the time bids are opened provided the Tenderer has indicated by a cross in the unregistered Tenderer box on the bid form that the Tenderer is unregistered.
CALL FOR TENDERS
- The Call for Tenders may be amended in whole or in part and tenders withdrawn by notice in the New Zealand Gazette.
HOW TO BID

Bid forms for this tender form 335H, are supplied with the mailing of the Gazette or they may be obtained from any office of the department. Only one bid per form is allowed and each bid form must have a bank cheque to the value of the deposit required for the bid attached to it. Deposits remitted in respect of bids which are unsuccessful or invalid will be refunded. To complete the bid form:
(a) If an information label is attached to the bid form the Tenderer does not need to re-enter the name, address, registration number, and importer code. An entity may photocopy a bid form which bears its information label. Any photocopied forms must bear an original signature and the photocopy must be legible for that bid to be valid.
(b) Where an information label is not attached, the registration number and all other information required must be entered by the Tenderer. Tenders which do not contain the registration number of the tenderer will be invalid unless the Tenderer is not registered and the unregistered Tenderer box on form 335H has a cross in it to indicate that the Tenderer is not registered.
(c) The form must be completed in accordance with the instructions attached to the bid form.
(d) Each bid form must be signed in ink.
(e) Each bid form must have attached to it a bank cheque to the value of the deposit shown on the bid form. Failure to do so will invalidate the bid.
(f) Make only one bid per form.
RESPONSIBILITY FOR CLASSIFICATION
- It is the responsibility of the Tenderer to ensure that the goods to be imported against a given tender number are correctly classified in the Item Code and Tariff Item included in the relevant tender number.
CLOSING OF BIDS

Bids must be received by the Registrar of Tenders in Wellington by October 5, 1987 at 5 p.m.

Bids for this round will only be valid if they are on form 335H. Bids should be addressed to the Registrar of Tenders, P.O. Box 3146, Wellington; and envelopes should be clearly marked “IMPORT LICENCE TENDER” in the bottom right hand corner of the envelope.

Tenders may not be submitted through the facsimile system of the Department of Trade and Industry.
LATE BIDS
- Bids received after 5 p.m. on October 5, 1987 will not be accepted.
