Approvals of CNG Dispensing Facilities

PURSUANT to sections 60 and 61 of the Gas Act 1982 and to regulations 36 and 37 of the Gas Industry Regulations 1984, I, David James Green, Chief Inspecting Engineer, hereby give notice that only CNG dispensing facilities complying with the following requirements are approved for use to fill CNG vehicle cylinders:

SUPPLY OF CNG FOR SALE

  1. All dispensing facilities used to supply CNG for sale shall:
    (a) if installed from and including 1 January 1985:
    (i) be of a type approved by the Chief Inspecting Engineer. Schedule I lists the types so approved, and Schedule II lists the conditions under which those types are approved;
    (ii) from and including 1 November 1988, comply with the requirements of NZS 5425 Part 1, Amendment 1 1986.
    (b) if installed before 1 January 1985:
    (i) meet Field Type Approval requirements as specified in writing to each facility owner and within the time required by the Chief Inspecting Engineer;
    (ii) from and including 1 January 1988, meter all CNG supplied for sale using an online metering system approved by the Chief Inspecting Engineer;
    (iii) from and including 1 November 1988, comply with the requirements of NZS 5425 Part 1, Amendment 1 1986.

NOTE: Any individual dispenser approved by the Chief Inspecting Engineer under clause 1 (b) (i) shall be deemed to be a Type Approved dispenser from that time onward unless the Approval is specifically revoked by the Chief Inspecting Engineer.

SUPPLY OF CNG OTHER THAN FOR SALE

  1. All dispensing facilities used to supply CNG other than for sale shall:
    (a) Comply with all relevant requirements of NZS 5425 Part 1 1980.
    (b) from and including 1 November 1988, comply with the requirements of NZS 5425 Part 1, Amendment 1 1986.

MAXIMUM CNG FILL PRESSURE

  1. In situations in which vehicle filling is completed within 30 minutes, the maximum fill transfer pressure shall be 20 MPa (gauge).
  2. In situations in which vehicle filling is not completed within 30 minutes, the maximum fill transfer pressure shall be 16.5 MPa (gauge) unless otherwise authorised by notice in writing from the Chief Inspecting Engineer.
