14. Subdivision and roading—(1) The County Council shall pay to the City Council not later than the 30th day of April 1986 any reserves contributions and any roading and other subdivision contributions received by it under the Local Government Act 1974 in respect of subdivision within the said areas and being unspent at that date.

(2) The City Council shall succeed to the assets and responsibilities covered by bonds made upon such subdivision.

15. Assets and liabilities—(1) The sinking funds relating to those liabilities which pursuant to this order have become the liabilities of the City Council shall be transferred to the City Council.

(2) There shall be no apportionment of assets and liabilities, including loan liabilities, except as provided in this scheme or except for contingent or unknown liabilities, the apportionment of which shall be determined in accordance with the provision of section 37E and 37F of the Local Government Act 1974.

16. Local Authorities Petroleum Tax—Pursuant to section 37G of the Local Government Act 1974, the Local Authorities Petroleum Tax received by the County Council in April and May 1986 shall be retained by the County Council and the Local Authorities Petroleum Tax received by the County Council in the remainder of the year ending 31 March 1987 shall be apportioned on the following bases:

The City Council shall receive four tenths;

The County Council shall receive six tenths;

or on such other basis as may be agreed to by the County Clerk of the County and the City Treasurer of the City Council.
