tender numbers 4892 and 4893 are valid for the 1986 calendar
year and will expire on 31 December 1986.
7. Licences will not be extended except in very exceptional
circumstances.
CONTINUITY LICENCE
- All licences won in this tender round, with the exception of
tender numbers 4892 and 4893, carry the right to continuity
licence for the 1987/88 licensing year. Continuity licence is
available subject to the qualifying conditions as detailed in
the Guide To Global Import Licence Tendering. - NO continuity licences will be available for licences won
under tender numbers 4892 and 4893.
RULES OF ORIGIN
- ANZCERTA import licences may only be used to import goods of
Australian origin. The rules of origin for Australian goods are
contained in the Customs Regulations 1968, as amended, and in
Article 3 of the ANZCER Trade Agreement.
CLASSIFICATION OF GOODS
-
Tenders are by Import Licensing Schedule item code
classifications. In some cases item codes are split into two or
more tender numbers or combined with other item codes into one
tender number. A brief description of the goods being tendered
is given to assist tenderers but is not intended to be
definitive. For a full identification of the goods concerned
tenderers should refer to the Import Licensing Schedule and
the Customs Tariff and should consult the Department of Trade
and Industry or the Customs Department. It is the
responsibility of the tenderer to confirm the correct
classification of the good he or she wishes to import. -
Some item codes contain tariff items that are exempt from
the requirements of import licences, or are subject to licence
on demand, when of Australian origin. Both categories are
detailed in the Import Licensing Schedule. TEALs cannot be used
for these goods. No licence is required to import exempt
goods. Licences for goods subject to licensing on demand are
issued on application to the Collector of Customs. -
The Import Licensing Schedule provides in some item codes
that licences will be endorsed as not available for some goods
in that item code (of a type made in New Zealand). These
endorsements do not apply to ANZCERTA Licences. TEALs may be
used to import these goods. All exclusions from the item code
coverage applying to ANZCERTA licences are detailed in full as
part of the brief description given here (and will be printed on
licences when issued).
FUTURE LICENSING EXEMPTIONS
- As a result of proposed ANZCERTA exemptions it is possible
that some of the item codes tendered in this round may have
moved to exempt licence for goods of Australian origin by
1 July 1986. Where this is the case any premiums due will be
cancelled and any premiums already paid will be refunded.
OTHER STATUTES AND REGULATIONS
- The granting of an import licence does not relieve the
licence holder of any responsibility to meet the requirements of
other statutes, regulations, standards, etc. Tenderers should
be conversant with the requirements for the importation and sale
of goods being tendered.
MOTOR VEHICLES AND COMPONENTS
- Access arrangements for most motor vehicles and parts for
motor vehicles are provided for by the Motor Vehicle Industry
Plan. ANZCERTA TEALs cannot be used to import these goods.
Licences for item codes in which motor vehicles parts fall will
have their product coverage endorsed “excluding those of a kind
commonly used with the vehicles specified in appendix B
attached”. A copy of Appendix B will be attached to relevant
