MEAL HOLDERS

  1. Except for the calendar year licences tendered in Part II manufacturers are permitted to tender in the same item codes in which they currently hold MEALs provided they used at least 75 percent of any MEAL they held in 1985/86.

TENDER AMOUNTS

  1. All licences are tendered in units of $2,000 CIF. Tenderers may bid for all or any number of the units available. All licences won by a tendered in each tender number will be aggregated into one licence. One invoice will be issued for the amount of the premium due for each tender number.

LICENCE PERIOD

  1. The licensing year licences being tendered in Part I of this round will all be valid until 30 June 1987. The calendar year licences being tendered in Part II of this round will be valid until 31 December 1987. Extension to the licence periods will be granted only in very exceptional circumstances. These circumstances are detailed in the ‘Guide to Global Import Licence Tendering’ and also apply to ANZCERTA licence.

RULES OF ORIGIN

  1. ANZCERTA import licences may only be used to import goods of Australian origin. The rules of origin for Australian goods are contained in the Customs Regulations 1968, as amended, and in Article 3 of the ANZCER Trade Agreement.

MOTOR VEHICLES AND COMPONENTS

  1. Access arrangements for most motor vehicles and parts for motor vehicles are provided for by the Motor Vehicle Industry Plan. ANZCERTA TEALs cannot be used to import these goods. Licences for item codes in which motor vehicle parts fall will have their product coverage endorsed “excluding those of a kind commonly used with the vehicles specified in Appendix B attached”. A copy of Appendix B will be attached to relevant licences. It reads:

(1) Pursuant to Annex C of the ANZCER Trade Agreement, in the item codes listed below, the Exclusive Australian Licences are only available for goods EXCLUDING components of a kind commonly used with:

(a) Tractors for articulated vehicles, being tractors that are designed for operation solely or principally on the highway; or

(b) Vehicles of Tariff Heading 87.02, other than air-cushioned vehicles or assembled convertible road/rail motor coaches.

(2) The item codes concerned are:

RESIDUAL EXCLUSIVE AUSTRALIAN LICENCES

  1. As mentioned in paragraph 1, the licences being tendered in this tender round are only being tendered in item codes that were oversubscribed in the main 1986/87 ANZCERTA tender round (Round 35). Unused 1985/86 MEALs in undersubscribed item codes have been added directly to the residual pool and are available on application.

PAYMENT

  1. Payment will be by way of a 20 percent deposit within 14 days of the results letter and the balance within 3 months therefrom.
