I. ANZCERTA: MANUFACTURERS EXCLUSIVE AUSTRALIAN LICENCE (MEALS) RESULTS

The following is the official allocation of Manufacturers Exclusive Australian Licences for the 1986/87 licensing period, valid for imports from 1 July 1986 to 30 June 1987.

Goods imported with these licences must meet the New Zealand/Australian Rules of Origin criteria contained in Customs Regulations 1968 as amended and in Article 3 of the ANZCER Trade Agreement.

Unallocated MEAL balances were transferred to the tender pool and advertised in Tender Round 35, the results of which are also published here.

In applying for MEALS, manufacturers undertook to use licences obtained fully, and consistently with the principles of the ANZCERTA, (rationalising existing production by substituting Australian imports for higher cost domestic lines or complementing existing lines).

Procedures are set out in the department’s publication “Guide to Import Licence Tendering: ANZCERTA: TEAL and MEAL Procedures”.

It should be noted that there is no automatic reissue of MEALS from year to year: specific application is required, accompanied by evidence of usage.

Manufacturers interested in obtaining MEALS for the following period will be advised through an issue of the New Zealand Gazette in February 1987. The closing date for applications will be 2 March 1987.

Calendar Year MEALS: Applications for MEALS issued on a calendar year basis must reach the department by the end of November 1986.

It should be noted that this allocation employs item codes as they existed before 1 July 1986. Changes to item codes are shown on page 4748.
