Guide To Import Licence Tendering 7 November 1986
(This supersedes the Guide issued in October 1985)
INTRODUCTION
- These notes set out the provisions made for tenders called from time to time for the issue of global import licences including those under industry development plans. Special provisions may be introduced for tendering under industry development plans from time to time and these will be notified in the New Zealand Gazette.
The determination of the results of tendering under the ANZCERTA is set out in separate guide notes. These may be obtained from the Department of Trade and Industry on request.
-
The import licence tendering scheme is administered by the Department of Trade and Industry pursuant to regulation 9A of the Import Control Regulations 1973. Import licences granted under the scheme are subject to the normal terms and conditions applying to import licences.
-
The Registrar of Import Licence Tendering administers tendering. The address is P.O. Box 3146, Wellington.
-
The objectives of import licence tendering are to allocate import licences on an open and competitive basis and to introduce more import competition into the domestic production sector.
WHO MAY BID
- Import licence tendering is open to all entities which are entitled to obtain an import licence in accordance with the Import Licence Schedule reference to “Who Can Apply”.
REGISTER OF TENDERERS
-
A Register of Tenderers is maintained by the department. Each tenderer is allocated a confidential registration number.
-
Tenderers on the Register receive all mailings of the Calls for Tenders, other notices, and a supply of green bid forms T & I 335D.
-
Tenderers who submit bids without having been allocated a registration number will be entered on to the register at the time bids are opened. Those bidding for the first time without a registration number must use the pink bid form T & I 335E. Data from this bid form will be used to enter the tenderer on to the register and the arrangements in paragraph 7 apply thereafter.
ANY CHANGE REQUIRED TO INFORMATION HELD ON THE REGISTER SHOULD BE NOTIFIED QUICKLY AND IN WRITING TO THE REGISTRAR
CALLS FOR TENDERS
-
The Call for Tenders is published in the New Zealand Gazette on or in supplements to the Gazette. These are posted to tenderers on the Register or may be purchased from bookshops of the New Zealand Government Printer. These bookshops are listed at the back of these notes.
-
Calls for Tenders will specify the tender number, the item code, the tariff item(s) when not all tariff items in the item code are being tendered, a brief description of the goods involved, and the total number of licence units to be tendered under each tender number. Each unit allows goods to a value of $2,000 c.i.f. (unless otherwise stated). Each separate Call for Tenders is referred to as a Round.
-
The Call for Tenders may be amended in whole or in part and tenders withdrawn by notice in the New Zealand Gazette.
HOW TO BID
- Bid forms T & I 335D are supplied with the mailing of the Gazette or they may be obtained from any office of the department. Unregistered i.e., first time bidders must use the pink bid form T & I 335E. Each form is designed to allow a total of 30 bids to be made under as many as 6 different tender numbers. If, however, more than 5 bids per tender number are required, 2 or more bidding panels may be used for the same tender number. The tender number blocks need to be completed in each case. Item codes and tariff numbers are not acceptable in place of the tender number. To complete the bid form:
