Decision No. 2/86
Before the Broadcasting Tribunal
In the matter of the Broadcasting Act 1976, and in the Matter of an application by The BROADCASTING CORPORATION OF NEW ZEALAND to amend Warrant AM-14/1ZA:
Chairman: B. H. Slane
Members: A. E. Wilson, R. H. Boyd-Bell.
Counsel: B. Hudson for the Applicant
DECISION
In November 1984 the Corporation, as the holder of a sound radio warrant AM-14, for 1ZA, Taupo, applied to amend the warrant to increase the power of the relay station at Turangi. The effect of the amendment is to increase the power of the relay station from 100 W to 200 W which would increase the signal strength in the area by 1.4 times.
The Corporation also proposed to replace the existing valve transmitter, which has become obsolete, with a modern solid state transmitter.
In May 1985 the Corporation applied to amend the warrant to allow for a change in the location of the transmitter. The existing site has a restricted earth system and requires frequent maintenance visits. The new site is 1 km north west of the present position and is thus further from Turangi township. However it is a very short distance, and the proposed increase in power will maintain field strengths at their present level in the township and will produce an increase in level for Kuratau, Omori and Pukawa. It has sufficient room for an adequate earthing system.
It was also proposed to increase the height of the transmitter mast by 7 metres to 28 metres.
Town and Country Planning approval is required for the new mast height and position. Ministry of Transport (Civil Aviation Division) approval has been obtained for this, as has approval from the New Zealand Post Office for the power increase.
Mr W. J. W. Allan, the Broadcasting Corporation of New Zealand Divisional Engineer, Radio Transmission, gave evidence by affidavit. He outlined the facts set out above, noting the benefits of more reliable performance and improved coverage in the north-west. He said the existing mast has problems with electrical instability because of the effect of ground moisture on its very restricted earth system. Performance is affected. Such problems would not occur at the new site.
There was no opposition to the application.
Granting it is in the public interest, as the Taupo community programme will now be broadcast in Turangi more efficiently and will give better reception to listeners. The application in both respects is granted. As it is subject to the grant of Town and Country Planning approval for the new height and site, the amendment will be endorsed on the warrant when the applicant advises the Registrar that broadcasting is to commence at the increased power from the new site.
Dated at Auckland this 23rd day of December 1985.
B. H. SLANE, Chairman.
