X Wheatflour Exclusive Australian Licences

The ANZCER Trade Agreement, Article 10 para 1. Annex E (page 120), states that the provision of access to the New Zealand market for imports of wheat flour originating in Australia shall be mutually determined by the Member States. The arrangement subsequently so mutually determined provides for the EAL allocation to be split as follows:

(a) 50% to the New Zealand Wheat Board for import of wheat flours.

(b) 50% put up for tender available to other commercial importers but endorsed to exclude wheat flour i.e., licences to be endorsed “available only for speciality flours other than of wheat”.

Licences under (a) have been issued (as Type 11, CER NBS) as follows:
