VIII ANZCERT: Guideline “R” Rationalisation/Complementation Policy

Guideline “R” of the “Guidelines for the Allocation of Manufacturers’ Exclusive Australian Licences” is considered to be an important element of ANZCERT because it provides the basis for using the agreement to progress the development of efficient export-orientated industries in New Zealand.

By providing additional licences, Rationalisation/Manufacturers’ Exclusive Australian Licences (R/MEALS), to companies involved in significant product rationalisation and/or product complementation proposals, Guideline “R” will enable individual manufacturers to place themselves in a better position to compete and trade successfully in the New Zealand/Australia free trade area as access is progressively liberalised.

Under Guideline “R” consideration can be given to the issuing of additional licence where the share of a MEAL received by a manufacturer does not allow rationalisation/complementation to proceed as quickly as desired, or where no MEALs have been received. Where Guideline “R” licences are issued these are additional to the ANZCERT EAL formulae.

Rationalisation/Manufacturers’ exclusive Australian licences (R/MEALS) issued to date (i.e. from 1 July 1983 to 31 January 1985), by item code and by import licensing year of their start date, excluding first-year grants of licence which have not yet expired. (However, the total of all R/MEAL issues to date is given at the end of this table).

Notes:

(i) “R” denotes “repeat”—i.e. the second-year grant for an arrangement.

(ii) The balances of licences current at 16 August 1984 were increased automatically by Customs for devaluation.

(iii) The brief descriptions are of the goods in each item code, not the actual goods for which the licence was issued, and are, except where otherwise stated, taken from the Import Licensing Schedule 1984. Licences issued in the 1983–84 import licensing period would have been issued in terms of the Import Licensing Schedule item code descriptions current at the time.
