II CER Ex-NAFTA Schedule A Licences Allocated by the New Zealand Government
In terms of Article 5, paragraph 18 of ANZCERT, exclusive access for goods under Schedule A of NAFTA has been maintained additional to the ANZCERT access formula.
Under Article 20, paragraph 2 of ANZCERT, allocations of access are determined by New Zealand where NAFTA Schedule A access was not fully allocated or where only one Australian exporter was interested in the market for the 1982–83 import licensing period.
For these Ex-NAFTA Schedule A product categories, New Zealand allocates the licence to the previous licence-holders. Although these licences are normally issued to previous licence-holders, their reuse in subsequent years could be dependent upon usage. As noted in I above, the New Zealand Government will take over the allocation of all CER Ex-NAFTA Schedule A licences for the 1985–86 import licensing period.
Where access levels have not been fully taken up, the balance is available on request. Interested importers should apply in writing to "The Executive Officer, General Industries 2, Department of Trade and Industry, Private Bag, Wellington".
(a) CER Ex-NAFTA Schedule A Licences Allocated by the New Zealand Government issued for 1983–84 (as Type 10)
Details of the large majority of these licences were published in the Supplement (No. 220) to the New Zealand Gazette of Thursday, 15 December 1983, published Tuesday, 20 December, “ANZCERT: Certain 1983–84 CER Ex-NAFTA Licence and ANZCERT Licence Issues” pages 4576–4577.
However, in the period between the preparation of that Gazette, and the expiry of the 1983–84 licensing period, 30 June 1984, the following licence was issued:
