I CER Ex-NAFTA Schedule A Licences Allocated by the Australian Government
In terms of Article 5, paragraph 18 of ANZCERTA, exclusive access for goods under NAFTA has been maintained additional to the ANZCERTA access formula.
Under Article 20, paragraph 2 of ANZCERTA, the Australian Government retained the right for the 1983–84 and 1984–85 import licensing years, for certain product categories, to nominate the Australian exporters and apportion the licence allocation, as was previously the case under Schedule A of NAFTA. In 1983–84 these licences were issued as type 11; in 1984–85, as type 10. For 1985–86 the allocation of these licences will be taken over by the New Zealand Government. Licence will be allocated to the 1984–85 licence-holders. Where access levels have not been fully taken up, the balance is available on request to the Executive Officer, General Industries 2, Department of Trade and Industry, Private Bag, Wellington.
Although it is intended to reissue these licences for 1985–86 to the 1984–85 holders, their reissue in subsequent years could be dependent on usage.
(a) CER Ex-NAFTA Schedule A Licence Allocated by the Australian Government issued for 1983–84 (as Type 11)
Details of the large majority of these licences were published in the Supplement (No. 220) to the New Zealand Gazette of Thursday 15 December 1983, published Tuesday 20 December, “ANZCERT Certain 1983–84 CER Ex NAFTA Licence and ANZCERT Licence issues”, pages 4570–4575. However, between the date of publication of that Gazette and the end of the import licensing year, 30 June 1984, the following licences were also issued:
