And whereas the Governor was thereby further authorised and empowered to make all such rules and regulations as might lawfully be made by Her Majesty's authority for the peace, order, and good government of the Dependency:

And whereas, by regulations made by the Governor on the 14th day of November 1923†, it was enacted that all persons appointed by the Governor for the time being of the Dependency should have such power and authority as might be granted them in due course of law, and might be empowered to do such things as might be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and preserve Her Majesty's rights and sovereignty over and in respect of the Dependency:

And whereas Leo Bernard Slattery, Esquire was appointed as an officer of the Government of the Dependency for the period beginning with the 3rd day of October 1984 and ending with the close of the 11th day of October 1985 by a warrant dated the 25th day of September 1984‡:

And whereas it is expedient that the said Leo Bernard Slattery be empowered to exercise, while he holds office as an officer of the Government of the Ross Dependency, the powers and authorities of a Justice of the Peace and a Coroner in respect of the Dependency:

Now, therefore, I, The Honourable Sir David Stuart Beattie, the Governor-General of New Zealand, and as such the Governor of the Ross Dependency, hereby confer on the said Leo Bernard Slattery while he holds office as an officer of the Government of the Dependency all the powers and authorities which may be exercised in New Zealand by a Justice of the Peace, and also the powers and authorities which may be so exercised by a Coroner:

The said Leo Bernard Slattery to exercise his functions at such places within the Dependency as may be directed by the officer for the time being appointed as an officer of the Government of the Dependency in whom is vested the general executive and administrative authority in preserving Her Majesty's rights and sovereignty and the laws and regulations in force in the Dependency.

As witness the hand of His Excellency the Governor-General, as the Governor of the Ross Dependency, this 26th day of January 1985.

Appointing a Member and His Deputy to the Engineering Associates Registration Board

Pursuant to section 3 of the Engineering Associates Act 1961, the Minister of Works and Development hereby appoints:

William Peebles Hall of Wellington, retired, as member, and

Cliff Somerville Harnett of Auckland, as Mr Hall's deputy on the nomination of the New Zealand Institute of Marine and Power Engineers (Incorporated),

to be a member and a deputy member of the Engineering Associates Registration Board for a period of 2 years from the 10th day of March 1985.

James Logan of Levin, engineer as Mr Macneil's deputy on the nomination of the New Zealand Hospital Engineers' Association (Incorporated),

Appointment of Members to the Joint Council for Local Authorities Services

Pursuant to sections 4 and 5 of the Joint Council for Local Authorities Services Act 1977, the Minister of Local Government hereby appoints the following persons to be members of the Joint Council for Local Authorities Services with terms of office to commence on 1 October 1984 and expire on 30 September 1987:

Innes Everard Kerr-Taylor of Auckland, on the nomination of the Electrical Supply Authorities Association of New Zealand.

Ernest Mervyn Hall Kemp, of Wellington, on the joint nomination of the Municipal Association of New Zealand Incorporated, the New Zealand Counties Association Incorporated, the Auckland Regional Authority, and any Regional Councils.

Janet Eileen McGregor of Invercargill, Peter Douglas Lawson of Christchurch, on the joint nomination of the industrial unions of workers specified in Part I of the First Schedule to the Act.

John Thomas Hogg of Marton, Robert William Smith of Dannevirke, on the joint nomination of the officer groups specified in Part II of the First Schedule to the Act.

Appointment of Member to Extraordinary Vacancy on the Joint Council for Local Authorities Services

Pursuant to sections 4, 5 and 6 of the Joint Council for Local Authorities Services Act 1977, the Minister of Local Government hereby appoints the following person to be a member of the Joint Council for Local Authorities Services:

Mervyn Frank Gorring, of Marton, in place of Thomas Raymond Woolliams on the nomination of the New Zealand Catchment Authorities Association, with a term of office to expire on 30 September 1986.
