Consent to Raising of Loans by Certain Local Authorities
PURSUANT to the Local Authorities Loans Act 1956, the undersigned Assistant Secretary to the Treasury, acting under powers delegated to the Secretary to the Treasury by the Minister of Finance, hereby consents to the borrowing by the local authorities, mentioned in the Schedule hereto, of the whole or any part of the respective amounts specified in the Schedule.

PURSUANT to sections 120, 121 and 136 of the Transport Act 1962, as amended by the Transport Amendment Act No. 2, 1983, the No. 5a Transport Licensing Authority (W. O’Brien), gives notice of the receipt of the following applications and will hold a public sitting to hear evidence for or against the granting of them in the Family Court Room, Department of Justice, Church Lane, Napier, commencing Wednesday, 27 November 1985 at 9.30 a.m.

A5B/85/592: The Mount Cook Group Ltd., Christchurch: Amend Passenger Service Licence No. 12442 by change of time from the 9.15 p.m. departure Auckland and Wellington to 8.45 p.m. departure and subsequent adjustments en route. Guide to Import Licence Tendering (Excluding Special Provisions for Tendering Under ANZCERTA) October 1985
(This supersedes the Guide issued in November 1984)
The Minister of Trade and Industry in accordance with Amendment No. 3 to the Import Control Regulations 1973 (5) hereby presents the revised guide notes to the Import Licence Tendering Scheme.
INTRODUCTION

These notes set out the provisions for tenders called from time to time for the issue of global import licences including those under industry development plans and ANZCERTA. Special provisions might be introduced for tendering under industry development plans from time to time. Other guide notes cover the special provisions for tendering under the Australia - New Zealand Closer Economic Relations Trade Agreement which relates to goods from Australia only.

Import licence tendering derives from the Import Control Regulations 1973, Amendment No. 3 and is administered by the Department of Trade and Industry. Except as may be stipulated in this guide, licences granted under tendering will be subject to the usual procedures, and terms and conditions, laid down pursuant to the Import Control Regulations 1973, and nothing in these guidelines limits any provision of those regulations.

The Registrar of Import Licence Tendering administers tendering. The address is P.O. Box 3146, Wellington (telephone 720 030, telex NZ 31530).

The objectives of import licence tendering are:
- to allocate import licences on an open and competitive basis;
- to introduce more import competition into the domestic production sector;
- to widen the base of information available on industry competitiveness so as to facilitate the move away from import licensing to the Tariff as the main means of protection.
Who May Bid
- Import licence tendering is open to all entities which are entitled to obtain an import licence in accordance with the Import Licence Schedule reference to “Who Can Apply”, i.e., persons or firms domiciled in New Zealand.
