✨ ANZCERT Import Licence Tendering
(A) RULES OF ORIGIN
It should be noted that ANZCERT licences are for goods of Australian origin only, i.e., products which meet the criteria for Australian origin as contained in the Customs Regulations 1968, as amended. The New Zealand Australia Rules of Origin are detailed in Article 3 of the ANZCERT Agreement.
(B) IMPORT LICENCE TENDERING: TENDERES EXCLUSIVE AUSTRALIAN LICENCES (TEALs)
Pursuant to the Import Control Regulations 1973, Amendment No. 3 (S.R. 1980/246) and within the terms of the Australia—New Zealand Closer Economic Relations Trade Agreement, (ANZCERT) the Secretary of Trade and Industry, acting under delegated authority, is calling tenders for import licences (Tendered Australia Exclusive licences—TEALs) for the goods specified below.
Where reference is made in the Call for Tenders under ANZCERT to the provisions of the Agreement (e.g., in regard to white goods) tenders can purchase copies of the Agreement from the bookshops of the Government Printer.
CALL FOR TENDERS

Details of the Exclusive Australian Licences being tendered under the ANZCERT Import Licence Tendering procedures for 1984/85 are set out below. Prospective tenders NOT on the Register of Tenderers can purchase the Gazette at the bookshops of the Government Printer.

The ANZCERT tendering procedures were published in the ANZCERT Supplement to the New Zealand Gazette dated 3 February 1984. Tenderers should note that for ANZCERT tendering several new provisions have been incorporated in the Guide and the Guide should be carefully studied before tender bids are lodged.

Pink bid forms are available for tendering under ANZCERT. These forms are designed to allow bids to be made through the Bureaufax Service of the GPO where desired.

Forms are available from Collectors of Customs and the Department of Trade and Industry. Registered tenderers will receive a copy of the New Zealand Gazette containing the Call for Tenders, a supply of bid forms and notes as appropriate. A separate form is required for each tender number.
TENDERING FORMAT
DEADLINES AND PROCEDURES
- TENDERS CLOSE AT 5 P.M. ON MONDAY 30 APRIL 1984 WITH THE REGISTRAR, IMPORT LICENCE TENDERING, DEPARTMENT OF TRADE AND INDUSTRY, P.O. BOX 3146, WELLINGTON. NO LATE TENDERS WILL BE ACCEPTED. TENDERS MUST BE MAILED TO THE ABOVE ADDRESS OR DELIVERED BY HAND TO THE FIRST FLOOR RECEPTION, BOWEN STATE BUILDING, WELLINGTON. ENVELOPES MUST BE CLEARLY MARKED ANZCERT IMPORT LICENCE TENDER ON THE BOTTOM RIGHT HAND CORNER. HAND DELIVERIES MAY BE MADE BETWEEN 8.30 A.M. AND 5 P.M., MONDAY TO FRIDAY, EXCEPT PUBLIC HOLIDAYS.
Notes:
(a) Tenderers are advised that some item codes contain tariff items that include goods which are exempt import licence or licence on demand when of Australian origin. It should be noted that TEALs are not available for such goods because licences are not required for exempt goods and where goods are subject to licence on demand import licences are issued on application to the Collector of Customs.
(b) The Call of Tenders contains a brief description of the goods being tendered. For a full identification of the goods concerned and other details, tenderers should refer to the Import Licensing Schedule and to the Customs Tariff and should consult the Department of Trade and Industry or the Customs Department.
(c) Licences issued under this Call for Tenderers will be for goods from Australia which comply with the ANZCERT rules of origin as detailed in the Agreement. Enquiries should be directed to the Collector of Customs.
(d) Tenderers should be conversant with the various statutes and regulations governing the importation and sale of the goods tendered.
(e) Tenderers should note that the number of TEAL licences allocated could be increased in some item codes where manufacturers return their MEAL licence allocation by 6 April 1984.
(f) Appendix B: (i) Pursuant to Annex C of the ANZCERT Treaty, in the item codes listed below the Exclusive Australian Licences are only available for goods EXCLUDING components of a kind commonly used with:
(a) Tractors for articulated vehicles, being tractors that are designed for operation solely or principally on the highway; or
(b) Vehicles of 87.02, other than air-cushioned vehicles or assembled convertible road/rail motor coaches.
(ii) The item codes concerned are:

Detailed below are the amounts of Manufacturers Exclusive Australian Licences available for 1984/85.

The MEAL allocation guidelines and procedures for 1984/85 are set out in the ANZCERT Supplement to the New Zealand Gazette dated 3 February 1984. Manufacturers who wish to apply for a share of the 1984/85 MEALs should carefully study the MEAL guidelines before applying.
