EXPLANATORY NOTE: This notice in accordance with the provisions of the Packing Industry Development Plan—
(a) extends the existing import licensing exemptions for certain goods in bulk form to include those same goods packed for retail sale; and
(b) amends a number of existing exemptions from import control, in line with changes to the Customs Tariff.
