Tariff Notice No.1984/263—Review of Paper Concessions of Chapter 48—continued

The concessions advertised in this Tariff Notice are the result of a major review of all tariff concessions and determinations of Tariff Chapter 48 and is intended to replace all existing concessions in the Consolidated List of Decisions of the Minister.

It is emphasized that this is a draft only at this stage and it is expected there will be some change following objections before the changes are implemented.

The following factors have been taken into account in the production of this draft:

Duplication—A number of concessions have been consolidated to avoid proliferation.

Brand names—Concession policy is to avoid brand names where possible. A number of brand name concessions have been replaced with general description concessions.

Non usage—An analysis of concessions not used since 1 July 1983 has been carried out and non-used concessions have been deleted.

Descriptions—Some concessions have had vague descriptions and these have been clarified.

Declarations—Policy is to replace concessions qualified with end use declarations with the wording “on condition for use in . . . .”

Classification—A number of classification errors were evident in the existing list and where possible they have been repeated under their correct classification. (see later paragraph on classification).

Copying papers—A decision has been made to exclude all copying papers from approval. This includes paper imported in bulk (e.g. in jumbo rolls) for cutting and packing. Such papers are not industrial inputs and are therefore not suitable for approval.

Whole item approvals—Certain tariff items having non-protective rates are now subject to whole item approvals. These items are to maintain margins of preference with Australia and Canada and in view of the proliferation of approvals under these items a decision has been taken to approve the whole item. The tariff items concerned are:

48.01.019; 48.01.071; 48.01.129; 48.07.021; 48.07.039; 48.07.049; 48.07.089.

Unpublished concessions—Policy is to publish concessions except in certain isolated circumstances. Details of unpublished concessions will be traced and included where appropriate.

It has not been possible in every case to verify accurately the classification of those products which have apparently been published in incorrect tariff items. If there is any doubt as to classification samples and details of manufacture etc should be referred to Head Office for classification. Further requests for concessional approval of these goods will be considered when the correct classification has been confirmed.

It is proposed that the new list of concessions and determinations will be effective from 1 March 1985.
