Import Licence Tenders




4848 THE NEW ZEALAND GAZETTE No. 206

PURSUANT to the Import Control Regulations 1973 (S.R. 1980/246) the Secretary of Trade and Industry, acting under delegated authority is calling tenders for the goods specified below. Tenders close on 3 December 1984 at 5 p.m. and must be received by the Registrar of Tenders by then to be valid. Tenderers are advised that the item codes referred to relate to those shown in the Import Licensing Schedule 1984.

Instructions for tenderers and the general terms and conditions which apply to the submission and acceptance of tenders are set out in the Guide to Licence Tendering dated November 1984. Tenders should be addressed to the Registrar of Tenders, P.O. Box 3146, Wellington, or be delivered by hand to the First Floor of the Bowen State Building, Wellington. Tenders for Round 19 should reach the Registrar no later than 5 p.m. on 3 December 1984.

NOTE:

  1. Tenderers should refer to the Customs Tariff and the Import Licensing Schedule for a definite description of the goods included in the list above.
  2. Tenderers should be conversant with the various statutes and regulations which importing enterprises are obliged to comply with, such as the Food and Drug Regulations 1973, Safety Standards, Duties and Sales Tax, etc., where relevant.
  3. Bids may be sent in one envelope. The envelope must be marked Import Licence Tender.
  4. Where two or more item codes are tendered under a single tender number, successful tenderers should nominate which item code(s) the licence(s) should be issued under when payment is made.

INTRODUCTION

Round 19 introduces a new type of tendering. The main features of these are: licences are tendered in $2,000 units (unless otherwise stated); tenderers may bid for all or any number of the units available; all licences won by a single tenderer in each tender number will be aggregated into one licence; one invoice similarly will be issued for each tender number to each successful bidder.

A new type of bid form has been designed.

Full notes on this type of bidding are contained in the new guide notes published in November 1984 and further explanatory notes are to be found on the back of the bid forms.

This new type of tendering applies to Parts (A) and (B) of this Call for Tenders.

A number of new Statistical Keys have been created. These will be published in the New Zealand Gazette of 22 November. Copies of that Gazette should be obtained from the Government Printer or enquiries can be made at the Ports. New groups have been created. These are shown in the call as G800 onwards.

In certain tenders licences will only be available for goods excluding components of a kind commonly used with—
(a) Tractors for articulated vehicles, being tractors that are designed for operation solely or principally on the highway;
(b) Vehicles or Tariff Heading 87.02, other than air-cushioned vehicles or assembled convertible road/rail motor coaches;
(c) Vehicles or Tariff Heading 87.03.

The items codes or tariff items affected by this exclusion are marked with asterisk *.

(A) PLASTICS INDUSTRY DEVELOPMENT PLAN SIXTH ALLOCATION

Tenderers under the Plastic Industry Development Plan should note that this is the final round of the tariff testing phase of the majority of goods produced by the plastics industry. Licence phase out for most of the goods of Chapter 39 (except those with separate timetables) will commence on 1 January 1986 with the first of three once yearly allocations culminating in import licence exemption by 1989.
