ANZCERT : MANUFACTURERS’ EXCLUSIVE AUSTRALIAN LICENCES: MEALS REALLOCATION

  1. In accordance with Guideline (H) of the ANZCERT MEAL Guidelines, MEAL holders had the opportunity to surrender unused licence for reallocation without penalty by 20 January 1984.

  2. Listed below are the details of EALs surrendered which are currently available for reallocation. The EALs to be made available will be valid for the period ending 30 June 1984.

  3. Reallocated MEALs will be available to:
    (a) those manufacturers who currently hold MEALs in the item code; and
    (b) manufacturers in the item code who do not hold MEALs.

Allocation will generally be on the same basis as that which applied in allocating the original MEALs.

  1. Manufacturers who have handed back MEALs in an item code will not be eligible to take up a share of the reallocated MEALs in the Item Code.

  2. Manufacturers applying for the first time for a share of MEALs should provide the following information:
    (i) Item code under which licence is sought. (Separate submissions should be made for each item code).
    (ii) Brief description of products to be imported.
    (iii) Amount of licence sought. The maximum entitlement per manufacturer is 25 percent of total EALs in an item code, i.e., 50 percent of the MEALs, and the minimum entitlement is $5,000.
    (iv) Value of production for the domestic market of goods within the item code in the company’s last financial year valued at ex-factory prices, excluding freight. Production for export must be excluded. It is very important that the value of production figure should not be overstated. If it is subsequently found to be overstated the company will face the risk that its licence could be revoked.
    (v) Details of any plans/proposals the manufacturer may have to establish a rationalisation/complementation relationship with an Australian company.

NOTES: (i) In cases where the actual manufacture of goods is carried out by one company on behalf of another, the eligibility for manufacturers’ licences will generally be considered to lie with the principal who is responsible for initiating production and for marketing the goods.
(ii) The names and value of licences issued to each company, item code by item code, will be published.

Only producers of goods within a specific item code are eligible for licences under that item code. The information should be provided by letter addressed to:

  1. Applications for reallocated MEALs close 12 March 1984.

  2. EALs not allocated to manufacturers will be available on demand from 26 March 1984 onwards.
