ANZCERT MANUFACTURERS EXCLUSIVE AUSTRALIAN LICENCES (MEALS)

The following are the official results of the allocation of Manufacturers Exclusive Australian licences for the 1984–85 period.

MEALS are issued for the period 1 July 1984 to 30 June 1985. Goods imported with these licences must meet the criteria for products of Australian origin as contained in the amended Customs Regulations 1968. The New Zealand/Australian Rules of Origin are detailed in Article 3 of the ANZCERT Treaty.

MEALS for 1984–85 that were not taken up were transferred in 1984–85 permanently to the tender pool.

In applying for MEALS, manufacturers were required to undertake to use any MEAL obtained fully, and consistent with the principles of CER, viz: rationalising existing production by substituting Australian imports for higher cost domestic lines or by complementing existing licences.

For 1985–86 it should be noted that applicants for a share of MEALS will be required to have their applications with the Department of Trade and Industry by 1 October 1984. There will be no extensions to this deadline.

In order to receive a share of MEALS in 1985–86 applicants will in general terms need to meet the MEAL guidelines set out in the supplement to the New Zealand Gazette dated 3 February 1984.

It should be stressed that there is no automatic renewal of MEALS held in 1984–85 for 1985–86. Applicants will need to show that they are using their MEALS in 1983–84 and 1984–85 in accordance with the MEAL provisions.

Applicants will need to provide the following specific details for each item code where MEALS are sought:

(i) Name of confirmed Australian manufacturing source(s) of supply for 1984–85 and 1985–86;

(ii) details of MEAL usage in 1983–84 and estimated usage for 1984–85;

(iii) full details of the product rationalisation and/or complementation with the Australian manufacturer(s) concerned;

(iv) details of increased New Zealand exports arising from the arrangement (detailing specific products) to Australia and/or third countries for 1983–84 with projected export figures for 1984–85 and 1985–86;

(v) detail the level of MEALS sought for 1985–86;

(vi) value of production for the domestic market of goods within the item code in the company’s last financial year valued at ex-factory prices excluding freight. N.B.: Production for export to be excluded.

(a) Entitlement (100% pro rated annual value of 1983–84 MEALS); or

(b) Allocation of new 1984–85 MEALS; or

(c) Both.

These results do not distinguish between the types.
