Waikato Technical Institute Notice 1983
PURSUANT to section 69 of the Education Act 1964, the Minister of Education gives the following notice.
NOTICE
-
(1) This notice may be cited as the Waikato Technical Institute Notice 1983.
(2) This notice shall come into force on the date of its publication in the Gazette. -
There shall be a Board of Governors which shall control the Waikato Technical Institute to be known as the Waikato Technical Institute Council.

The Waikato Technical Institute Council shall be constituted as follows:
(a) One member elected by the members of the county councils comprising the No. 2 Ward of the New Zealand Counties Association;
(b) One member appointed by the Waikato - Bay of Plenty Branch of the Institution of Professional Engineers New Zealand (Inc.);
(c) One member appointed by the Waikato Branch of the New Zealand Institute of Chemistry;
(d) One member appointed by the Federated Farmers of New Zealand (Waikato Provincial District) Inc.;
(e) One member appointed by the Waikato Manufacturers’ Association;
(f) One member appointed by the Waikato - Bay of Plenty Branch of the New Zealand Society of Accountants;
(g) Two members appointed by the Waikato District Trades Council of the New Zealand Federation of Labour;
(h) Two members elected by the associations of employers in local industries;
(i) One member appointed by the Council of the University of Waikato;
(j) One member appointed by the Waikato Council of the Building Industry;
(k) One member appointed by the Hamilton City Council;
(l) One member who shall be the Principal of the Waikato Technical Institute and who shall be a permanent appointment to the Council;
(m) One member who shall represent the staff of the Waikato Technical Institute and who shall be appointed by the Waikato Technical Institute Students’ Association.
(ii) The member appointed pursuant to subparagraph (i) of this paragraph shall hold office for a term of 1 year from the 1st day of April until the 31st day of March in the subsequent year, but if on that date the appointment of a successor has not been notified to the Council, that member shall continue to hold office until the date on which that appointment is notified.
(c) Four members co-opted by the Council itself, if and when it thinks fit. -
The Regional Superintendent of Education, Auckland, or his deputy, shall be an associate member of the Waikato Technical Institute Council entitled to be present and to be heard at any meeting of the Council or of any committee of the Council; but he shall not be entitled to vote at any such meeting.

(1) Subject to the provisions of this clause and the provisions of clause 3 (1) and (n) (ii) and this notice, the members of the Waikato Technical Institute Council shall hold office for a term of 3 years, but may from time to time be reappointed or re-elected.
(2) Except in the case of a casual vacancy, or as otherwise provided in this notice, every member shall hold office until the 31st day of July in the third year after the year of his appointment or election, and if on the 31st day of July the appointment or election of his successor has not been notified to the Council, he shall continue to hold office until the date on which that appointment or election is notified.
(3) If any member dies, or resigns his office by writing under his hand addressed to the Council or the Chairman or the Secretary thereof, or is absent without leave from the meetings of the Council for 3 consecutive months, or while holding office becomes for any reason ineligible to remain a member, the casual vacancy so created shall be filled as soon as practicable thereafter by the appointment or election of a member in the manner in which the vacating member was appointed or elected, and the member appointed or elected to fill the vacancy shall hold office for the residue of the term of office of the member whom he replaces.
(4) The powers of the Council shall not be affected by any vacancy in the membership thereof. -
The Waikato Technical Institute Notice 1976* as amended by the Variation of Waikato Technical Notice 1976† is hereby revoked.

Southland Community College Notice 1978, Amendment No. 1
PURSUANT to section 69 of the Education Act 1964, the Minister of Education gives the following notice.
NOTICE
-
(a) This notice may be cited as the Southland Community College Notice 1978, Amendment No. 1, and shall be read together with and deemed part of the Southland Community College Notice 1978* (hereinafter referred to as the principal notice).
(b) This notice shall come into force on its date of publication in the Gazette. -
Clause 3 of the principal notice is hereby amended by deleting subclause (n) and substituting:
(n) One member who shall represent the staff of the Southland Community College and who shall be elected by full-time permanent staff employed by the Council and who shall also be a full-time permanent staff member employed by the Council.

Trading Bank Reserve Asset Ratio
PURSUANT to section 33 of the Reserve Bank of New Zealand Act 1964, the Reserve Bank, acting with the approval of the Minister of Finance, hereby gives notice that as from the close of business on 1 July 1983 and until further notice each trading bank shall maintain during each calendar month balances at the Reserve Bank plus holdings of Reserve Bank notes, of New Zealand coin, and of New Zealand Government securities, such that the aggregate of the averages of those balances and holdings during that calendar month equals or exceeds the aggregate of:
22.0 percent of that trading bank’s average demand and time deposit liabilities in New Zealand in the immediately preceding calendar month (determined in accordance with the provisions of clause 5 of this notice):
Provided that a trading bank may make up its balances and holdings as aforesaid for a calendar month to the amount hereinbefore required for that calendar month by way of borrowings from the Reserve Bank made during the next following calendar month and on terms and conditions to be determined by the Reserve Bank and the proceeds of all such borrowings shall be credited to the account of that trading bank with the Reserve Bank termed “Contra Deposit Account” and on terms and conditions to be determined by the Reserve Bank.
For the purposes of this notice:
(1) Balances held by a trading bank at the Reserve Bank shall (subject to clause 6 of this notice) include both demand deposit balances and time deposit balances of that trading bank.
(2) The average of a trading bank’s holdings of Reserve Bank notes and of New Zealand coin for a calendar month shall be the average of the figures shown in all weekly returns
