On that basis the Board did not consider the film to be injurious to the public good.

The distributor agreed to the suggested excision in terms of section 29 (1) of the Act. Accordingly the Board, in terms of section 28 of the Cinematograph Films Act 1976, approved the feature film If You Don't Stop It—You'll Go Blind for exhibition in New Zealand with the classification R18 and displaying the warning notice: “this film contains crude humour and coarse language.”

Decision of the Films Censorship Board of Review

PURSUANT to section 82 of the Cinematograph Films Act 1976, Twentieth Century Fox Distribution (N.Z.) Ltd. applied for a review of the feature Turkey Shoot. The review was held in Wellington on 11 February 1983.

Turkey Shoot is an Australian production. It is purportedly set in the year 1995. Society is under the strict regime of a totalitarian government. Those members of society not willing to accept and obey the regime are termed deviants and are placed in a political prison camp for corrective behaviour. The first half of the film concentrates on the running of the prison, the processing of deviants and the punishments inflicted when they rebel against the corrective measures being administered.

The majority of the Board (Mrs Fish, Mrs Walker, Mr Menzies, Mr B. Priestley) felt that the film was not injurious to the public good. In the majority’s view there was no one event of violence in isolation that was worse than a number of scenes of violence in other films approved for exhibition in New Zealand.

Having regard for the futuristic environment in which the film takes place, the variety of weaponry used and the portrayal of various methods of violence; it would be extremely difficult if not impossible to imitate the methods depicted. Accordingly it was felt that the film could not be classed as being injurious to the public good.

The minority of the Board considered the film to be injurious to the public good. In the minority’s view the dominant effect of the film was the deliberate exploitation of explicit violence and cruelty. The minority considered that the film was no more than a thinly disguised vehicle for the portrayal of sadistic violence and that it had few redeeming features. In the view of the minority the film should have been rejected.

In terms of section 28 of the Cinematograph Films Act 1976, Turkey Shoot was approved for exhibition in New Zealand with the classification R20 and displaying the warning notice “this film contains violence.” Ms Dixon, Ms Henare, and Dr Priestley dissented.

Decision of the Films Censorship Board of Review

PURSUANT to section 82 of the Cinematograph Films Act 1976, Twentieth Century Fox Distribution (N.Z.) Ltd. applied for a review of the trailer for Turkey Shoot. The review was held in Wellington on 11 February 1983.

The trailer depicts a society under a strict regime in which people are hunting prey. It aptly describes the film as a blood thriller and shocker. The Board saw little relationship between the trailer and the feature.

In terms of section 28 of the Cinematograph Films Act 1976, the trailer for Turkey Shoot was approved for exhibition in New Zealand with the classification R16.

PURSUANT to section 193 of the Industrial Relations Act 1973, it is hereby notified that the registration of the Canterbury and Westland Gas Works and Related Trades Employees Industrial Union of Workers, Registered No. 2205, situated at Trade Union Centre, 199 Armagh Street, Christchurch, is hereby cancelled as from the date of the publication of this notice in the Gazette.

Commerce Act 1975

NOTICE is hereby given that on 28 May 1982, in accordance with the requirements of clause 86 (ii) of the Commerce Commission’s Decision No. 30 and of Decision No. 44A, the New Zealand Woolbrokers’ Association lodged an application for approval to increase the scale of charges for woolbroking services.

Notice is also given that, under the powers conferred on the Commerce Commission by regulation 15 (1) of the Price Freeze Regulations 1982, the Commission has considered the application and has approved a new scale of charges to be issued by the New Zealand Woolbrokers’ Association under Collective Pricing Agreement Registration No. 5, dated 22 March 1972.

In accordance with regulation 15 (2) of the Price Freeze Regulations 1982, the new scale of charges is to be effective from the first day of the month immediately following the expiration of the Price Freeze Regulations 1982.

The new scale of charges is available for inspection at the Commission’s office, Sixth Floor, Chase-NBA House, 163 The Terrace, Wellington.

The Standards Act 1965—Amendment of Standard Specification

PURSUANT to section 23 of the Standards Act 1965, the Standards Council, on 25 March 1983, amended the under-mentioned standard specification by the incorporation of the amendment shown hereunder.

Exchange Rates

In terms of section 25 (2) of the Reserve Bank of New Zealand Act 1964, the Reserve Bank today released outer limits for rates of exchange to be used in transactions involving the conversion of New Zealand currency into foreign currencies and foreign currencies into New Zealand currency when delivery of the foreign currency dealt in will be effected by telegraphic transfer. The following range of rates, for the main currencies used by New Zealand traders in settling foreign exchange transactions, will remain in force until replaced by a new Schedule issued by the Reserve Bank. These rates do not apply to transactions for settlement after the expiration of 2 business days (forward transactions) or to transactions in which instruments are purchased which do not entitle the buyer to foreign currency balances in the foreign centre until the instruments have been delivered at the foreign centre. In the latter case interest at foreign centre rates may be deducted from the telegraphic transfer rate to compensate the purchaser for his loss during the transit period.
