Pesticides (Organchlorine) Notice 1983, (No. 2979, PB/5/2)

PURSUANT to Regulation 5 of the Pesticides Regulations 1983, the Director-General of Agriculture and Fisheries on the recommendation of the Pesticides Board hereby gives the following notice.

NOTICE

  1. Title and Commencement—(1) This notice may be cited as the Pesticides (Organo chlorine) Notice 1983.
    (2) This notice shall come into force on the day after the date of its notification if the Gazette.

  2. Interpretation—In this notice reference to—
    “Scheduled insecticides” means DDT, TDE, LINDANE, CHLORDANE, ALDRIN, DIELDRIN, BENZENE HEXACHLORIDE, CHLORDECON, ENDRIN, HEP-TACHLOR, METHOXYCHLOR, TOXAPHENE.
    “Pest Control Operator” means any person who, by agreement with the owner or occupier of any premises, applies any pesticide to the premises, but does not include an employee of the owner or occupier.

  3. Application of Scheduled Insecticides—(1) No person shall use a Scheduled Insecticide in any hayshed, woolshed, barn, animal shed, grain silo, food store, poultry house, cow byre, pig sty or in any drafting or marshalling yard.
    (2) No person shall use a Schedule Insecticide so as to cause or to be likely to cause the deposit of residues otherwise than in amounts permitted under the Food and Drug Act 1969, in primary produce intended for human or animal consumption.
    (3) No person shall discharge effluent containing a Scheduled Insecticide into any waterway or drainage system or so as to contaminate animal or plant life.
    (4) No person shall apply a Schedule Insecticide to any food, food storage areas or food preparation areas, or to any surfaces likely to come in day-to-day contact with animals or humans.

  4. Dieldrin, Aldrin, Endrin—(1) No person shall use dieldrin, aldrin or endrin except—
    (a) In oil-based formulations while controlling industrial or household pests for reward in the capacity of a pest control operator, or
    (b) By application to wool or other protein fibres and blends during scouring or dyeing processes, or
    (c) In the processing of timber products, or
    (d) When required by the Ministry of Agriculture and Fisheries Agricultural Quarantine Service for quarantine purposes.

  5. DDT, Lindane, Chlordane—Subject to regulation 5 (2) of the Pesticides Regulations 1983—(1) No person shall use DDT, LINDANE or CHLORDANE except—
    (a) Whilst controlling industrial or household pests for reward in the capacity of a pest control operator, or
    (b) When required by the Ministry of Agriculture and Fisheries Agricultural Quarantine Service for quarantine purposes.

Exchange Rates

In terms of section 25 (2) of the Reserve Bank of New Zealand Act 1964, the Reserve Bank today released outer limits for rates of exchange to be used in transactions involving the conversion of New Zealand currency into foreign currencies and foreign currencies dealt in will be effected by telegraphic transfer. The following range of rates, for the main currencies used by New Zealand traders in settling foreign exchange transactions, will remain in force until replaced by a new Schedule issued by the Reserve Bank. These rates do not apply to transactions for settlement after the expiration of 2 business days (forward transactions) or to transactions in which instruments are purchased which do not entitle the buyer to foreign currency balances in the foreign centre until the instruments have been delivered at the
