(C) ANZCERT: Licence on Demand (Licence Type 13)

The following goods previously included under Schedule A of NAFTA have been added to the list of products subject to licence on demand procedures under ANZCERT:

Ex Item Code 40.070, Tariff Items 40.14.049.01G, 40.16.009.01B

“Spools, reels and similar supports designed for use with photographic and cinematographic film”.

Applications for licence are to be lodged in the normal manner with the applicant’s local Collector of Customs. Applications are to be clearly endorsed “ANZCERT—Licence on Demand”, and to enable applications to be processed with the minimum of delay the description, item code and tariff items should be quoted exactly as above.

(D) ANZCERT Whitegoods Arrangement: Ex 85.033 Domestic Electric Stoves and Ranges

The supplement to the New Zealand Gazette of 14 July 1983, detailed the calendar year 1983 ANZCERT whitegoods allocation for domestic electric stoves and ranges. The allocation was divided equally between the seven Australian manufacturers involved, i.e., 429 units each. One allocation to the Australian manufacturer St. George was not taken up. In addition Autocrat Sanyo returned its licence of 429 units for sourcing on Modern Maid. This left 858 units to be reallocated.

These units were reallocated in accordance with the allocation procedures for electric ranges as set out in Attachment IX of Part VI detailing the Whitegoods arrangement under Annex C of the ANZCERT. The licence was therefore divided between the four Australian manufacturers involved with first preference given to applicant New Zealand manufacturers as follows:

(E) ANZCERT—Guideline “R” Rationalisation/Complementation Policy

Guideline “R” of the Guidelines for the Allocation of Manufacturers Exclusive Australian Licences, is considered to be an important element of ANZCERT because it provides the basis for using the agreement to progress the development of efficient export-orientated industries in New Zealand.

By providing additional licences—Rationalisation/MEALS (R/MEALS) to companies involved in significant product rationalisation and/or product complementation proposals, Guideline “R” will enable individual manufacturers to place themselves in a better position to compete and trade successfully in New Zealand/Australia free trade area as access is progressively liberalised.

Under Guideline “R” consideration can be given to the issuing of additional licence where the share of the MEAL received by a manufacturer does not allow rationalisation/complementation to proceed as quickly as desired or where no MEALS have been received. Where Guideline “R” licences are issued these will be additional to the ANZCERT EAL formulae.
